She never developed thicker skin, so she’s never learned how to not let fan reactions get to her.
She was always a fairly limited performer. She needs the right opponents to look good in ring and she has next to no charisma. In her first run they were better at hiding that and she felt more motivated. Now it feels like the flaws are more apparent.
They try and book her as nigh unbeatable like say Brock. But she is not a physical freak of nature like Brock is, so it is nowhere near as convincing and it just makes the other women look bad if anything.

The real secret is that Ronda is just generally an unlikable weirdo who can't hide her unlikable weirdo vibes behind her legitimate talents any longer.

She should be facing the guys.
I'm buying Ronda Rousey tapping most of the male roster out.

As someone who used to be a fan...man, it just looks like she doesn't care anymore. I could be wrong and it could be the booking. And maybe the bad booking/writing has been effecting her attitude. Hard to pinpoint it, but something is just off.

Hard to pinpoint it, but something is just off. I said it earlier, but ever since she came back it feels like she was doing it more because they offered her a lot of money. For the ups and downs of her first run she did seem like she was having fun. I don't really see the same enthusiasm aside from when she's been able to do things with Shayna.

I think it's just a combination of several things. One she's not that not that big of a name anymore. In 2018 she wasn't that far removed from her UFC run. At this point we are like seven years removed from that. Secondly her lineup of opponents were much better during her first run.
In her first run she had programs with Nia Jax, Alexa Bliss, Sasha Banks, Charlotte, and Becky. Sasha, Charlotte, and Becky are all really good wrestlers who had been pushed as big deals who could work around Ronda's limitations and whom at the same time the fans could buy against her. Nia was not good by any means but she wasn't as bad as she would get in later years and was more then believable both because of her size and with how they pushed her and she also really meshed well with Ronda in that they could both smack each other around and have a fun hoss fight. Alexa wasn't believable against Ronda due to how small she was/is and not having the in ring chops like someone like Sasha. However they worked around it and booked those matches how they should've been booked. In the first match Ronda squashed her like a bug and in the rematch they had a more competitive match but after they gave Ronda a kayfabe rib "injury" so it wouldn't look that ridiculous that she was struggling with Alexa.
In her second run she's had programs with Charlotte, Natalya, Liv, Shotzi, and Raquel. Charlotte is still a good opponent for her in ring but everyone is sick of Charlotte at this point so nobody gave a crap about those matches. Same thing with Natalya but even worse as she's not as big of star as Charlotte. Good opponent for her in ring but nobody cares due to so many years of television.
Liv like Alexa had the believability problem however this time they had no way getting around it. Alexa was a heel and had been pushed so hard the previous two years she could take it no problem. Liv was a face and was a new main eventer in her first title reign so Ronda squashing her was something she wouldn't be able to take. So they did wonky finishes to protect both and in the end it ending up doing neither of them any favors. Liv came off like a fluke that got lucky and Ronda looked weak for struggling against her so much and even losing to her albeit in tainted ways. They either should've just ran with Liv and if they wanted the belt back on Ronda then used someone else as transition to get it there as it was a dumb feud that had disaster written all over it from the start. Shotzi it was just a filler feud to buy time until Mania and Smackdown's women's division is bad so they don't have many options. The match at Survivor Series stunk but that was to be expected. Raquel is a power hoss which is a wrestler Ronda usually clicks well case being the Nia Jax matches. However Raquel while a better wrestler then Nia isn't as over and I don't fans buy her as much of a threat against Ronda either.

I'm still a big fan of Ronda but she's just lost whatever she had. Perhaps she would have been better as a special attraction, as others have said. Also her promos completely take away from any aura of her being a genuine accomplished judoka.
Had she finished at Mania 35, it would have been one of the best rookie years ever

Honestly? I think the novelty of being Ronda Rousey Former Queen Of MMA crossing over in to wrestling was a huge part of her first run and made up for a lot of her shortcomings, even after crowds turned on her.
Present day Ronda is literally just a full-time pro wrestler who isn't very good at pro wrestling. Also I definitely agree with other folks that it doesn't seem like she cares nearly as much as she did before. The fact that she apparently had to be pulled aside and told "everyone here loves you stop getting at their throats over 2019" when she first returned was a bad omen for this run.

Interesting points. I'd also argue the Charlotte feud was hurt by some of the writing. The Drew Gulak stuff basically came off as Vince finding it funny that he was getting beat up, and thus them repeating the bit even though it only worked the first time. It felt like Charlotte was at least trying to play her character a bit differently with The Opportunity last year, but her heel work was more basic in the Ronda feud.

ALSO another really big thing is that Ronda matches in 2018 were incredibly planned and thought out beforehand. Like, you could tell there was always a lot of necessary steps taken to make Ronda look as good as possible and they usually worked great. Present day Ronda is just doing regular on the fly matches like the average pro wrestler and her weaknesses aren't being hidden anymore.
The Ronda match booking totally didn't just make her look good too, because I think Ronda vs. Nia Jax might be the best Nia match I've ever seen other than Asuka.

The exception to that is the Charlotte match at Survivor Series, which was great even with only a couple of days preparation, but that was unusual circumstances.

They might fall into the same problem she had when she was in UFC: People might be telling her that everything's fine and ignore criticism while the competition is starting to pass her by. Once you're at the "peak" and you think that you're doing everything well, it's tough to improve, especially when you shut down criticism coming your way.

Ronda's irl personality is absolute flaming trash. She said shit about Sandy Hook that well, is really really bad, which is all I can really say on it and that's just one example.
Like you can point to how horrible her reaction was to the fans not openly accepting her as a true turning point for her wrestling career, but there was a reason that people weren't openly accepting of her, and in large part it had nothing to do with wrestling
As her wrestling career has gone on though? If you left all of that out? Her promos are dogshit and never got better, and her in ring stuff imo has regressed super hard now that she's wrestled on a more consistent basis and isn't an attraction, and that may be in part to who she's working with now, but Ronda was never a ring general before, so really I think it's just how she is.

My general stance on the Ronda vs. Shayna subject is that Ronda's able to hit higher highs but also has much lower lows and these days she's always firmly on the low end of the scale. Shayna's maybe not as flashy but she is a lot more generally competent.

She was impressive for someone who didn't have any pro wrestling experience, but that only goes so far when you actually become a full time wrestler. And she's an awful promo. Acting has never been her strong suit but yeesh. Why do they keep making her do promos? She does more promos than like 80% of the company.

I guess they're hoping with enough practice and pushing through any nerves, she can build confidence. It does work for a lot of people, but it's definitely not in Ronda's case
