If we count more than just singles PPV matches, then Austin-Undertaker feels like it has to be up there. A Cold Day in Hell Summerslam 98 Breakdown (was a triple threat, but kinda counts) Rock Bottom 98 Fully Loaded 99 Also, whilst talking about their bouts, man, they sucked. They are memorable, sure, but certainly not for quality and chemistry between the two.

They were opponents lots more times than that: IYH Final Four, 1997 (with Bret and Vader as well) Over the Edge 1999 (single) No Mercy 1999, U.K. only (triple threat with Triple H) Armageddon 2000 (six-man Hell in the Cell with Angle, Rock, Rikishi and Triple H) Backlash 2001 (Austin-Triple H vs. Taker/Kane) Insurrextion 2001 (Taker vs. Austin/Triple H handicap match) Judgment Day 2001 (single) Survivor Series 2001 (Team WWF vs. Team Alliance)

I was listing more the one on one matches, though I had forgotten about Over the Edge and Judgement Day.

And Backlash 2002. Man, that rivalry was BEYOND played out at that point.

For a Spinoff to the main question how about most singles matches at the same named PPV but different years. Since Reigns/Owens is now happening at the 3rd time at a Royal Rumble PPV.

And Backlash 2002. This is one of my picks for most boring match ever. 27 minutes it lasted and it sure felt like it. Austin also had a terrible match with Jericho a couple months earlier at No Way Out. Watching those matches at the time definitely had me questioning if Austin was finished and it turned out he basically was. At least he got to go out with an entertaining match with Rock.

Austin and Rock wrestled each other at three Wrestlemanias, as did Roman Reigns and Brock Lesnar and Triple H vs. Undertaker. Hulk Hogan and Ted Dibiase were on opposite teams for three straight Survivor Series(88 to 90), as was "Hacksaw" Jim Duggan and Dino Bravo

Can't believe nobody mentioned Triple H vs. The Rock. They had many one-on-one matches and were involved in multi-man matches from 1997 to 2000 all while moving up the card in the process. Looking around I think they had seven singles PPV matches.

Looking around I think they had seven singles PPV matches. That number somehow feels surprisingly low. Stuff like the 6-man tag, WM2000 main event, and the Armageddon Hell in a Cell makes it feel like it ought to be higher, but yeah, if we're doing just singles, it'd be 7, which is still pretty high. Not that I mind, Triple H and Rock tended to be a fantastic pairing in terms of characters and chemistry.
