It's weird to me that none of his years really stand out in terms of what was his best year. Seems the quality of his work and big storylines were spread out enough that each year of his tenure could be called his peak year in WWE.
2005: Debuts the character. Picks up some wins and some decent feuds. Most notable work was Eddie's last match against him. Had a mini undefeated streak too.
2006: Helped the McMahons in their feud with DX. Wins the United States championship. Had high profile feuds with The Undertaker and Chris Benoit.
2007: Starts the year feuding with Batista and then ECW champion Lashley. Kennedy wins the MITB ladder match. But is injured shortly. Was originally suppose to be revealed as Vince McMahon's son. Feuds with Michaels and Jeff Hardy by year end.
2008: Returns after absence and confronts William Regal in the process turning face. Ends year injured again.
2009: Has a big return in 2009 in a multi man match, was suppose to get a big push. Released 4 days later.

Specifically at WM23 and his promo afterward that felt like the peak and it was all downhill from there "THEY SAY NICE GUYS FINISH LAST, DEAD LAST. SO THANK GOD! I'M NOT A NICE GUY. THANK! GOD!!! I'M MR. KENNEDY. THANK GOD!! I'M... MISTER...MONEY IN THE BANK....bank."

I would say 2006. Won his only title that year and had a three PPV feud with Undertaker that was surprisingly pretty good. 2007 started off promising for him but once that doctor misdiagnosed his injury which forced him to drop the MITB and creative to scrap all the big plans they had for him, it was all downhill from there. Constant injuries and him also putting his foot in his mouth seemed to halt him any time he would get momentum and all the optimism there was for him coming out of the Taker feud was long gone by I would say mid 2008.

Mid-2007. The exact moment was the Raw the week after the 2007 draft where he was the final pick and he introduces himself to the WWE Raw audience. That's the isolated exact peak.

While I was somewhat happy with him winning the MITB, it was kind of an albatross and it exposed him in many ways.
But I was completely off the bandwagon when he arrogantly went off regarding Billy Graham's criticisms about steroids. Granted, Graham isn't exactly a good human being, but Kennedy decided to carry water for the company in the stupidest way possible, then almost immediately got busted for steroids right afterward. He came off as such a clown.

He did feel special in 2006, honestly maybe if they pushed him one year sooner, winning MITB in 2006 instead of 2007, he would become a bigger star sooner.
