Hacksaw was a very over midcard act but he could've never been a Hulk Hogan For starters he hadn't got the physique. And he was also a drug addict. The only thing I ever heard about him and drugs is the time he got pulled over with Iron Sheik. And even then he only had weed. Unless I missed something, I wouldn’t say he was an addict over that.

Given a ton of guys were smoking weed and drinking, especially since this was before pain pill abuse had become as big of a problem as it would later on in wrestling, the only thing unique about him there was getting caught.

It kinda seems like people are merging two separate hypotheticals together when answering.
1. Could "Hacksaw" Jim Duggan be the top babyface in 1987? I'd say no because even without Hogan you'd have Savage who was really heating up as a babyface, plus fans already viewed Duggan as a middle of the card guy.
2. Had Hogan not jumped in 1983 could Mid South star Jim Duggan been the top guy in New York? I'd say yes because you could have a top of the card built around wild brawls. Obviously this would change the nature of the expansion but I think any non-Hogan option does that

I can't see it. There's no way Vince fills his roster with action figure bodies and then says "We're going with the hairy, pot bellied guy."
I could honestly see Brutus the Barber before Duggan.

Vince would have taken Dusty, who had been over in MSG in the late 70s,from Florida had Hogan not been available. Yes Vince loves the muscular look because of... reasons but he likes making money more. If that meant his second best option was a guy with a gut so be it.

But clearly he was turning a blind eye as Jinder's backne was oozing blood and puss on live TV. If the viewers could clearly see it at home you're telling me Vince couldn't tell what was going on there?

Dusty was kind of a proven headline act though, much more so than Duggan. Even then I think Dusty would have been a stop-gap until Vince found his "Hogan" or his "Lex Express".
