The problem was Hobbs was using the shortest ladder possible

The problem was that the ladder had been pretty much wrecked by Hobbs pouncing through it a few minutes earlier. There was no way that ladder was going to stay stable enough for anyone to climb it, let alone someone as heavy as Hobbs. Have you seen the video of him trying to get down the ladder?
The refs had a choice to make. Either hold the ladder so he can safely get up it, or drag the ending out while another ladder was found. If Hobbs had wasted time positioning another ladder without any of the other competitors getting back into the ring to stop him, that would have been criticized too. You could see Hobbs was panicking and not sure what to do about the ladder.
Maybe AEW should be more careful about the ladders they use. You want breakable, wooden ladders for when people crash through them. But maybe having more solid metal ladders around that are reserved for the finish and/or safer climbing is a good idea too. Just color-code them or something so wrestlers know which one to use and when.

I rag on AEW refs a lot, but this isn't it.

I think both arguments can be right in this case. Refs/Hobbs did the right thing by making the spot as safe as possible AND the spot looked ridiculous in kayfabe especially since the camera made no effort to hide it. IMO neither side is wrong on this one.

It was pretty blatant but absolutely necessary so he didn’t break his neck.

The zoomed out camera shot was silly looking and a production mistake. But yeah, better a goofy looking shot than Hobbs breaking his neck or something, because that ladder didn't look safe at all.

I do feel like you can simultaneously acknowledge that the ref holding the ladder is a good thing preventing unnecessary risk and also that it looks silly.
