Never liked Steve.
Jefferson was at least somewhat interesting AND likeable.

Wow.
The show "jumped" the second Jefferson came on board. I thought Steve and Al's chemistry was amazing.
But yes, Seven was the worst. Followed by Jefferson, IMO.

I voted Steve.
I liked Jefferson more. He was virtually a Bundy, married to Marcy. He was always in on Al's schemes, and he was a badass, come on he was a spy. Jefferson's past was always fun to bring out.
