IRS is the best stupid gimmick in the history of wrestling. Still hilarious to this day, made perfect by Rotunda's completely deadpan delivery.

I must say, I liked his smarmier delivery in the early vignettes. It was a cross between IRS and Michael Wallstreet, and I liked it.

IRS stayed consistently over from 91 right up until when he left in 95. Watch any Raw, Superstars or house show match and there will be loud goading chants of "Irrrrrwwiin. Irrrrrwwiin."

Classic cheap-heat gimmick. It was perfect in its simplicity and Rotunda made it work expertly.

I honestly liked the Michael Wallstreet character he had in WCW before he jumped ship. Very high concept character for that era that I think had a much higher ceiling. IRS on the other hand was really uncreative and relied heavily on cheap heat. With that said though Rotunda played it really well as his smarmy voice and delivery fit the character well and he ended up having a real good run with it. In 1991 I don't think anyone would've envisioned that character lasting over four years and being pushed well for pretty much all of it while getting a Wrestlemania match with Hogan (albeit in a tag setting).

This just goes to prove that no matte what they put you in you can make it work as long as you know the trade. Rotunda knew what he was doing and he has elevated the most stupid gimmick in wrestling to unimaginable heights. Unfortunately for the rest of new comers up to this day Rotunda had become 101 example of "see, it can work" type of example whem they throw crap gimmick at you.
Honestly the tax collector has to be the dumbest idea in wrestling. It was Vinnies idea for sure cause only a rich madman can have so much spite against IRS to make a wrestling gimmick as a revenge. In all honesty I can understand a hockey player, a thief, a matador, border patrol, a creepy dentist cause all of these make sense in silly world of wrestling. But IRS employee? I would say even a lawyer would have made more sense than some tax office buffoon.

I doubt anyone but Rotunda could have made that gimmick work as well as it did, and yet Rotunda lacked the larger-than-life persona that would have otherwise made it difficult for him to stand out in that era. It's one of the best examples of creative figuring out how to use a performer to his potential.
