Mick Foley from Mankind's 97 face turn all the way until winning the WWF title This one imo. Mankind winning the WWF title will always go down as one of the most heartwarming moments in wrestling history. And I want to shout out Michael Cole for his work that night. Dude absolutely nailed the call and the post match commentary

So i think it's gotta be Bryan or Kofi, for the fact every other answer in this thread were part of the booking plans, to the best of my knowledge- yes all these guys got over on their own merit and made the best out of what they were given but they were all facilitated to do so at some stage.
but with Bryan and Kofi, that was sheer crowd and fan pressure put on the WWE to change their plans and put these guys as WWE champions. Those are different kind of odds to overcome.

I guess 'story' is the key here, in kayfabe Bryan and Kofi were both great underdog stories.
In reality, it had been telegraphed for weeks (in Bryan's case) and months (in Kofi's case). By the time Mania came around they were both absolute certainties to win.
Foley and Eddie winning had an element of surprise to them as well as being great underdog stories.
