It is always mentioned in highlight packages that this was one of three Royal Rumble victories for Austin and Austin is the only 3 time winner. But in kayfabe, Bret Hart technically won, and here's why.
Due to Austin reentering after being eliminated, his victory was nullified the next night by Gorilla Monsoon. The match was restarted with Austin, Bret, and Undertaker and Vader, who were also eliminated illegally. The PPV was called the Final Four because the main event was the Royal Rumble match restarted with the last four people in the ring. Bret Hart won that match, and therefore, the claim could be made that Bret technically won the Royal Rumble.

Austin. his win wasn't nullified. Monsoon made it clear that the referee's decision was final and he couldn't do anything about how the match stands in the record books. What he could do, and did was revoke his mania title shot. Thus he created the final four match. It wasn't a rumble re-start.

Was there a kayfebe reason why Fake Diesel wasn’t included in the final four match even though he outlasted Taker and Vader? Was it because he was eliminated by Bret while everyone else was thrown over by Austin.

Was it because he was eliminated by Bret while everyone else was thrown over by Austin. I think because Fake Diesel was legally eliminated by Bret. The same rumble was implemented in 1996 when Shawn Michaels was tossed out illegally by Vader. Shawn was allowed reentry and I think a few other people.

Austin with an asterisk. Similarly the 2000 rumble is Rock with an asterisk. Nah. We don't do asterisks in wrestling. Otherwise more than half of the championships and tournaments would have an asterisk next to it. Austin won the Rumble
