So is ROH supposed to be AEW's developmental, or an equal (but not really equal) brand?

It's clearly become more or less developmental for a lot of young talent/people working on new gimmicks while also giving some big names who aren't doing anything big on AEW something to do. Unless the question is why on Honor Club? I still think Tony miscalculated how much interest WBD would have in ROH as a brand so he decided to just put the show on Honor Club so that they didn't have so much ROH focus on Dynamite The answer is, they already have AEW, they don't want to pay for "AEW, but without the name and only half of the actual AEW talent". It makes sense, too. I know some people have said, "just make Collision ROH", but they really can't do that. WBD wants five hours of AEW, not two hours of AEW, two hours of ROH and one hour of whatever us Rammers are eating this week. They can get away with an ROH match here or there, but an entire show devoted to ROH won't fly. For what it's worth, it seems like Tony's trying again to promote ROH, in hopes of someone wanting to pick it up. Something definitely happened to cause the sudden influx of ROH content on Dynamite and Collision since right before All In.

Pretty damn equal on the talent side on the upper parts of the card While the lower sections of the card are for younger and promising talents to get reps/have matches with the upper card to have showcases and improve

MJF, not likely lol The Bucks and Hangman have only had the belts a couple of weeks. The good thing is, with ROH taping before and after Collision, they could feasibly appear. Would they? Again, MJF, not likely.

It's basically 2006-09 ECW. A mixture of old regulars, people sent down to get experience or people who have nothing to do on the main shows right now.
Instead of Big Show you had Jericho as the veteran initially used to boost numbers despite never stepping foot in the company until the billionaire owner of the bigger wrestling company bought it.
Like ECW, ROH is a fine wrestling show from what I've seen but it just feels weird still using that name. It's not really ROH anymore just like it wasn't ECW. So much of the ethos of those companies was being an alternative to the mainstream stuff then they ended up becoming subsidiaries of those mainstream wrestling companies.

I think this is two questions. ROH has a point as it's giving reps and exposure to acts that might get squeezed out on AEW.
Why it's worth paying a subscription for is a different question though.
IMO, ROH has a point. The subscription service doesn't, but your mileage may vary on that.

I think they should put ROH weekly on Youtube like AEW Dark was. I really don't like the decision to paywall that entirely. Then I'd transform Honor Club into an Impact+-esque service. Maybe somehow work a deal with NJPW to make Honor Club the official US home for streaming New Japan events like Wrestle Kingdom and Dominion.

With what ROH is supposed to be, it's honestly not that far off from what it was in its last couple of years, and what it's been at various points in time: it's got the flavor of a developmental because, historically, it's often been a place that a lot of acts have gotten their first taste of wider exposure, but it's got enough veterans around it that it can support its own roster without purely being that. I do think it's also a place where the core conceit is that "competition" is at the root of much of their stories and character progression; you're not going to get a 15 minute in-ring talking segment in ROH, and while you'll get some fun vignettes (e.g. Athena hosting "Minion Training") and silliness at times a lot more boils down to how the wrestlers win or lose their matches to determine the story/character direction they're heading in. I've said it before, but while it does sound like there'll be four ROH PPVs included in the upcoming "one PPV a month" rotation that may end up on Max, I still wish the circumstances right now allowed them to do something along the lines of having a bigger card at a smaller venue every month or so that can stream on Honor Club (or maybe an old school "double shot weekend" with shows on Friday and Saturday nights?), maybe not on the level of the four PPVs they're going to get but something like old school ROH shows that just weren't the big name events. One show like that alone per month would made Honor Club feel more worthwhile, but who knows what the financials involved in all of that would be. The latter is, as Gorilla Monsoon would say, highly unlikely: NJPW World is getting a lot of money invested into it right now to improve it as a service and app, so unless Khan was willing to pay a hefty amount I don't see Bushiroad voluntarily moving the shows away from a much more direct revenue stream, especially one they're beefing up right now.

Ring of Honor's in a really weird point with an identity crisis and contradictions that really need to be resolved soon. I don't know if Tony's onb on another desperate effort to get Warner interested, but I'm surprised Warner is also so willing to let Tony dedicate this much of the TV time they pay for to ROH titles. It's to AEW's detriment if it keeps dipping back into 'try to make ROH happen' mode once or twice a year. ROH can be great as its own thing. It can be great as part of AEW. Trying to be both is not really working out for me.
