Glad to see it back but....
I thought they ditched gimmick themed ppv because "it's dumb to announce the gimmick first without creating a reason for it and the people competing in it".
Obviously Mitb, EC, and Rumble are a competing for a prize, but a blood fued match? Even the original survivor series matches made sense with the Last Survivor or RAw vs. Smackdown where it's the gm just messing with each other.

I am wondering what the big angles are that would culminate in a War Games match. For the men, I could see the alliance between the Bloodline and the Judgment Day, but for the face team, I could see Cody, Seth, Sami, but I am lost on the others. Also, what could be the teams for the women's match, if there is one?

I think this is specifically in reference to the filler gimmick PPV's that have been used in recent history like TLC and Hell in a Cell.
Survivor Series has been going on since 1987. While it's become a distant "fourth" as far as the "Big Four" is concerned, it's been going on long enough where its gimmick is grandfathered in like the Rumble. MITB's also become a big enough deal where that's also exempt.
As far as War Games goes, it's a similar history to Survivor Series. It was never really intended to be the timely, brutal feud-ender, but a regularly scheduled part of NWA's or WCW's PPV's whether it was the Great American Bash, WrestleWar, or the Fall Brawl. Even NXT's incarnation was regularly scheduled around late November or early December.
