Bret wasn’t even on either the Super Nintendo version nor the Sega Genesis version, while his brother-in-law Bulldog was exclusive to the Genesis version.

Was this during the time when Bret was renegotiating his contract? Not that I think is the reason, but it's a possibility.
It's like when the Steiners weren't in WCW Nitro, despite being the tag team champions at the time.

Gameplay quality issues aside, I think the rosters for the LJN SNES and Genesis games were solid. Playing as Luna in RAW was mind-blowing as a kid.

Did anyone else used to turn these LJN games when they were a kid just to listen to the wrestler's entrance music on the character select screen? Funny the things I used to do before we had CDs of entrance themes or eventually Youtube.
Came in handy with my action figure fed too. No way could Undertaker come out without his theme. My Undertaker was a painted Galoob Lex Luger and Paul Bearer was Penguin from the DC Superpowers line.

The best explanation I can come up with is that the SNES version seemed to be built around the biggest feuds of late '91 and early '92, so you could do Hogan vs. Sid, Hogan vs. Taker, Savage vs. Jake/Taker, Taker vs. Jake and LOD vs. Natural Disasters, with DiBiase as an extra heel for balancing purposes (and DiBiase had also had classic feuds with Hogan, Savage and Jake). Bret was IC champ and feuding with the Mountie, basically. Guessing production on the game began well before Piper got involved in the IC title picture, and long after Perfect left, and that they didn't want the Mountie in there, which lessened the overall case for including Bret.
An even bigger omission than Bret is Flair, who was WWF champ when the SNES version came out and still at least 10 months from leaving the company.
The Genesis version came out later in '92 and is far more of a cluster. Bret definitely should have made that roster, even at only eight characters. IRS and Shawn didn't yet deserve those spots, IMO. Papa Shango made sense as a snapshot in time because he was at least main-eventing with the Warrior.
