Fresher match ups.
Bigger environment.
Yes, I know we're talking Steve Austin here, but pre-SummerSlam Austin just is too much of a utility guy and not the Stone Cold that we'd see out of him. Unfortunately 1995 and 1996 WWF are just brutal to sit through.

I'd go with Raw. Neither match is great, but this is also the last match Austin had before his Austin 3:16 promo at KOTR 1996. So I'd be curious to see what that's like.
