At its basic description, all that’s being asked is to fill the plothole of why a kayfabe heel isn’t using his gang of heels and free title shot to advance his career. The plothole (and not having an active world champion between Rollins being injured and Reigns being part-time) is probably bothering more people than whether or not he deserves the belt.

I feel like anyone that does a mania cash in should be catapulted to the top of the industry like Seth. Priest I don’t think has been built up properly for the mania cash in spot Seth was already a main eventer when he cashed in - dude was the top heel during the week to week programming and main evented PPVs. Dude was already at the summit. The fact he was in that spot was how he got away with it. Well, along with people hating Roman. The plothole (and not having an active world champion between Rollins being injured and Reigns being part-time) is probably bothering more people than whether or not he deserves the belt. That's completely understandable and it's amazing that a company that once went out of its way to write out The Kat from WWE TV in 2000 just...doesn't do that sort of thing anymore. Like, lines of dialogue are enough in these situations, they just need to be said and not implied.

Which, fair, but the response seems to be that this is some indictment on Priest's position in the company. I'm not sold that's the case.

The only excuse at this point is that he really, really wants to save it until WrestleMania. It takes a special brand of patience, but at least it's believable.
I have a theory for how he'll do it too. Remember Finn beating Edge in that I Quit match at Extreme Rules a few years ago? The Judgment Day basically held Edge's wife Beth Phoenix hostage and threatened to hurt her if Edge didn't submit. If they're going to do Rhea/Becky at Mania, the same could hold true - The Judgment Day hold Becky hostage after the match (no matter who wins) and threaten to injure her if Seth doesn't come down and let Priest cash in Money on the Bank.

Cutting that promo and ignoring Rollins again is just indefensible imo Dude's stock has plummeted, not even attempting to cash in success or not on a one legged Rollins is just... insane, you're making a dude look worse and worse by the week when he's already at rock bottom of looking like a complete moron.

It's kind of dumb he hasn't cashed in, but I think some of what I'm reading about the dude here is hyperbole. He's part of one of the most over acts on the show and they're still getting responses. The problem here is a MITB problem and not a Damien Priest problem. He's fine.

I appreciate that explanation. Maybe they can do something with it like giving him extra time with the briefcase to the point where they'd be multiple briefcases around. We've never seen that before right? 2 people having a briefcase which makes it more difficult for the champions.
Imagine if Cody's wondering if Priest or Gunther cash in on him. That's not a bad plotline.

Okay so that explains the in the moment....doesn't explain literally every other time though specifically again the entire Nakamura feud....or after the Jinder Mahal match. Oh and being unable to cash in while someone isn't cleared...if there isn't a future champion that doesn't exploit this very easily ima be very dissapointed.

For what it's worth, I think the MITB trope has run its course.
Whatever the outcome, I think we need to acknowledge that the briefcase might well be as much a curse as a blessing. It's pointless to sell the idea that one can cash in at any time when the champion has been as absent as Roman has been. Having to hold the briefcase when the powers-that-be have decided that the champion is going to keep his title until Doomsday must be frustrating as hell for the holder.
It almost certainly will be against the "workhorse" title that Damian Priest cashes in. I can see him doing so against Drew if Drew were to win against Seth - if rumors that Drew is leaving are true, Priest would have the faction behind him to make the cash-in more certain. But one also wonders how much longer Judgment Day would last and whether it would be Priest who is the one outside looking in at the end.
