Funny thing is I think my actual pick for the worst is the 2020 men's one but that one's more love-it-or-hate-it so don't think it warrants bringing up. These are the ones it seems like few people have much of anything good to say about.
I haven't seen the 2022 ones, they sound awful, but of the remainder of these... I feel like I'm inclined to say 1995 because at least it's short? 2006 is another consideration, at least the ending's pretty good even if Rey and Triple H don't really do anything getting there and the match is bloated with random nobodies.

I was torn between 1999 and 2006.
1999 was not at all a good match, but it did succeed in the story it wanted to tell, Austin vs. McMahon and the Corporation, and the Attitude Era was really hot at that point.
2006 is inoffensive, even though Rey Mysterio was wearing out his welcome as an Eddie Guerrero tribute act.
I voted 1999.
2015 can get out of here and never come back.
Never seen the 2022 ones.

1993 is an odd one here. It starts great with flair, dibiase, perfect then taker wrecking shit. And the end with savage and yokoZuna is some great sprint stuff.
It's that bit from Damien demento to Carlos Colon which is just death.
But whenever I watch it I remember how good the first half hour and last twelve minutes or so are.

I have a soft spot for the 2006 Royal Rumble. It was the first wrestling event I'd watched in almost four years and it helped to restart my love affair with professional wrestling. So even though it's not a great match, I also don't think it's terribly offensive. Considering how bad the Rumble was in 2015 and 2022, Rey Mysterio spending 60 minutes hugging the bottom rope isn't really all that bad by comparison.

1995 may have been a dud rumble overall, but I will always love the ending.
I still maintain, it's hard to judge these events when you're watching a replay 5-10 years later. The ironman match at WM 12 was a completely different watch live than it is when you already know the result

'93 is actually my favourite Rumble but I'm biased a f*** because it was my first.
'95 Rumble had some awful wrestlers as participants but I think it was well booked. Having shorter entrants makes it go by really quick, and I also think having Bulldog and Shawn last to the end was a really cool idea. My actual gripe is having Owen and Backlund eliminated almost instantly. You're starved for talent and you do that?
'99 and 2015 Rumbles were so bad they were good.

Disqualified from being counted among the worst because of AJ Styles' debut (wonky camerawork aside) 2014 really should be on here. Not that I'd vote for it (the opposite, actually), but it's definitely among the most infamous. I picked 2006. From where I was sitting, nobody was unhappy with Rey over the Eddie tribute.

2015 was the one where Big Show and Kane were plodding around and slowing tossing out all the crowd favorites one at a time, right?
I hated this one but it hindsight it's kinda funny how blatant it was booked to be like: "Oooo, you like this guy? F you." over and over and over. Which would work great if it was heel heat for a dude, but it came off as just heel heat for the company in general.

Because that's only 1989 and 1991, mostly. 1993's are all "at least two minutes". (1992 has a few 1 min 50 intervals.) If you mean 2 minute intervals in general, 1996, 2002, the 2019 womens rumble and the 2023 mens rumble have 2 minute intervals. 2001 was for large chunks but they sped things up in a few places and chalked 5 mins off. 2017 averages out at 2 min intervals though it varies from 90 seconds to 3 mins.

I didn't know 2006 was considered particularly bad. It wouldn't be in my top 10 Rumbles but I remember liking it well enough. It's definitely the only one in this poll I would say I didn't outright dislike.

I liked 2006 as I didn't mind Rey's victory but it was overkill with every single thing being dedicated to Eddie afterwards.
