Why does he get a match? Because he's a former champion? Why can't Austin come out this week and add himself? Or Undertaker? Or Goldberg?

In Kayfabe, once you hit a certain status you can just get a title match because of who you are. Goldberg, Brock, Cena, Charlotte have all had some variation of 'I'm me, now give me my title match' and it works.

He lost the strap in his last proper match, even in boxing or MMA you could use that as a bullshit explanation on giving someone a title shot. Sidenote, do we know this is for the title? It would make more sense to make it non title so then there’s at least an air of uncertainty on the finish |

Man, if it's not for the title, that potentially makes this whole situation worse. Yes it makes it so there's actually a question of who wins the match. It also makes it even more bullshit that Cody didn't finish the story the previous year.

And this is truly why he's back in the company. He's poverty line now and needs to put food on the table.
Hence he's coming for the title.
And remember, this is "The Rock" character, not Dwayne. We know real life Dwayne has the money. But to see "The Rock" character become a Broke Ass Corbin style would be a perfect character arc from his $500 shirt phase 25 years ago.

He wants to prove that he’s the head of the table and not Roman, and Roman is so intent on beating Rock to prove him wrong and elevate himself even further thst he’s willing to put the belt on the line to do it.
That’s basically it - Roman is just more interested in beating Rock than he is in beating anyone else.
