There were reasons why Stevie never came to WWE
But if he did somehow decide, where would he be and how would they do it? Would he be an announcer for WWE? Maybe he would call the doomed Bagwell-Booker match on Raw? Or maybe the heel announcer during the Invasion? Maybe he could wrestle during the Invasion if the planned WCW show gets scrapped? I can see him as an announcer or trainer, maybe a road agent even for WWE in 2002 onwards. Imagine the announce team of Taz and Stevie Ray.

I'm not sure any legendary tag team has had one member who contributed as little as Stevie did. I can't imagine him doing much training, he wasn't a promo guy, honestly I think he'd be unlikely to survive the year before getting cut.

I like Stevie Ray but he probably would be on Sunday Night Heat feuding with Steve Blackman with the occasional appearance on Smackdown.
Or maybe as an announcer on Heat or Velocity like Ernest Miller did.

Stevie Ray seemed to be a fairly respected figure in the WCW locker room, so I could see him maybe being an agent.
I don't think Stevie was as bad as most people seem to, but he was definitely the Anvil of the team and doubtful that he would have done much without Booker.

Would've been cool to see him come in as a muscle for Booker following the Alliance angle.

Probably commentary on like, Metal or something. I don't think his ceiling was going to be high.
I think maybe a bigger What-If, though, is that if they did find something for him, if that'd have contributed to Booker getting the King Booker-strength push sooner. A big mark against Booker for years was that he was frustrated with road life and openly considering retirement from practically the word jump in WWE, and this was said to be the bigger factor in why WWE wouldn't pull the trigger with him, being concerned that he'd bail on them. (Not entirely unfounded, given Brock would do the same when he became unhappy.)
What is said to have changed things was Sharmell. He suddenly became reinvigorated and much more willing to commit to sticking around, as traveling with her reduced his loneliness presumably and road weariness.
All of this is to say, if Booker's brother was around, maybe he'd have been less of a malcontent and thus things like the Triple H feud maybe don't play out in the same way.
