My most immediate instinct was Bob Backlund but then I remembered he's in a couple of the Legends of Wrestling games. Still a glaring omission from WWE ones though.
Most of the potential ones I can think of are various Japanese names but a lot of those have been in some game or other on further investigation, just not necessarily the most well known ones.
