So I was thinking to myself... what would a cool tournament be?
And I thought... Cartoon Villains of course!
So, I figured the NES Tourny did well because YOU, the Wrestlecrapper in TV Land, chose the games that were going to be used.
So I shall go to you again...
Who is the Greatest Cartoon Villain of all time?
The first 32 (more if need be) Bad Guys to be nominated will take place in this tournament.

I second this. I only came into this thread to tell everyone about the dream I had when I was about 5, which I still remember. Shredder jumped out of the TV and began chasing me. Somehow, we ended up in a doctor's office after a while and of course, in the end he caught me. So, what did the dastardly villian do then? He tied my shoe for me of course! Which is why he is the greatest villian. He scared the crap out of me that badly, which is the sign of a good evil villian.
