Depends on the era. If it's pre crisis superman, the guy who tossed planets around, there's no contest he wins. Now though, it's been established that Wally can move near light speed and current Supes can't quite approach that, so he wins.

it would be like that episode of thundercats where Lion-O had to beat Cheetara in a race to prove he was lord of the thundercats.
Flash would start out in first but Superman would eventually pass him because The Flash can't out run him over far distances.
