I can't rightly choose one or the other. Love 'em both. But I can't really vote on their contributions, as I don't really know who legitimately did more for the books-- despite my love for both man's work it can't have been fifty/fifty, and you hear/read stories of both versions.
So I'll abstain.

Jack Kirby. Because he had huges success in both Marvel and DC and created better heroes in my opinion I mean look at the New Gods, Etrigan the Deamon, Fantastic Four, his great sc-fi comics and he created Captain America. Although Stan Lee is great I feel Kirby is better.

It's always struck me as odd that Kirby seems to get a ton more recognition and acknowledgment from DC when his creations there aren't as nearly as prolific as at Marvel.
The Stan Lee/Jack Kirby dynamic always reminds me of Bob Kane/Bill Finger. Those two men created Batman and fleshed out his world, but one gets all of the credit.

Without Stan's writing and want to see characters with real lives and real problems, Jack Kirby's artwork would have meant nothing. Without Jack Kirby, Steve Ditko, etc., Stan's vision never would have been realized.
They all played their part, and all deserve the credit they get.
