The original Batman with Keaton. Jack Nicholson as the Joker can't be beat. Steel with Shaq is a close second.

You forgot Batman: Mask of the Phantasm. It got a theatrical release.
a.) All of DC's movies are made through Warner Bros, while Marvel sold rights to a bunch of different companies.
b.) Quality over quantity.

Mask of the Phantasm should have been included. But the best live action DC film is Batman Begins. Superman:The Movie comes second.

There was a Captain America Movie? I believe there was one in the 70s and two in the early 90s. Though, I think at least one of them was made for tv.

I vote Superman: The Movie. It proved that a successful movie based on comics that takes its origins seriously was possible. It paved the way for nearly every superhero movie we have today.
Plus, it was a damn good film.
