I think it has less to do with being short, and more to do with not being a homegrown WWF(E) talent.

The moment I knew Tazz was buried in WWF was when he lasted roughly 5 seconds in the 2001 Royal Rumble.

That annoyed me too.
I stand by what I said about Tazz's size though, though obviously it wasn't the only - or necessarily the most important - factor. Lawler was right that people were smaller in ECW. Can you imagine Tazz being imposing as the human suplex machine when he's a foot shorter than everyone he faces? He was shorter in ECW than most, but he was still convincing. But seeing him in the ring next to Triple H? Triple H looks like the big, imposing guy, not Tazz.

I always bought Taz as a badass potential champion even in the WWE, he reminded me of Mike Tyson, alot shorter than his opponents but he was just an asskicker of grand proportions.
I think a big part of Taz not going anywhere in the WWE is due to the fact that shortly after that match with Angle they pretty much banned his entire arsenal, by banning overhead suplex throws. Taz without suplexes just isn't right.

I didn't realise they banned them after that. That is...sort of crap. That takes out almost all of his signature moves.
Next week, the WWE bans any move that may cause damage to the opponent.

Chuck Lidell is a LOT smaller and ropier then HHH, but I wouldn't lay a DIME on Helmsley if the two were ever to meet. It's all in how they (WWE) push a guy. JR constantly yapping about the size difference and how Taz was an underdog didn't help matters at all, either.

All of these points hold true to why things didn't happen the way they should. I was huge Taz fan in his ECW days for years. Banning Taz's moves right after he joined was like sending a man bear hunting with a hand full of pebbles. Sure Taz can wrestle, but cutting his signature moves is taking major chunk of his character.
Seeing those old promos with him burning Raw shirts... Some on this board says Vince never forgets actions of some the people he hires.
And for the comment that he was too short. That was the beauty of it. This little man will dump you on your head then choke you out, and his opponents big or small knew it and feared him for that.

And look at the difference in Angle's physique during his early WWE run and how he looked at the end of it. And the size of head.

To this day, I contend that in the span of time around 1998, between WWF, WCW, and ECW, Taz was the best champion in any of those companies. He defined "ass kicker" in that era.

Yeah...hard to imagine in this day and age of John "Hogan 2.0" Cena, but at one time, your top three Champions were Austin, Goldberg, and Taz. How I miss those days.
