It seems with a lot of the videos posted from episodes of Heat, Velocity, Metal, Jakked, etc. that feature TNA guys being used as jobbers, that the announcers actually talk a decent amount about them. Like, they do more than just acknowledge their existence.
I haven't seen an episode of Heat in awhile. Do they still do that? If so, that's pretty frickin cool.

Occasionally, but not as much as you'd like.
Depends on what type of match it is. If it's a 2-3 min squash, then they probably won't even call the guy by name. When they get one that goes 5-6 minutes or so, the jobber will get some offense and they'll talk about him a bit.
Unfortunately the 5-6 minute ones aren't so common anymore.

Jobbers are usually indy stars who are in the area at the time, and are looked at. I remember they had a video and the announcers talked about Bryan Danielson and Brian Kendrick being former partners in Japan. I'm not too sure though.
It's good they helped put him over. I think in the CM Punk jobber match against Val Venis, The Coach talked about Punk and how he was a big star in the north east indy scene, but now it's time to test himself in the big leagues.

It all depends on the person. If the WWE has signed them to a, contract, developmental deal or, want to sign them then they usually talk about them favorably.
If they are just random indy jobber than they are usually just ignored for the most part.

I like when indy jobbers play the heel and manage to garner heel heat during the match.

Sometimes their names aren't mentioned on air, and are put on wwe.com as "local", but some of them get talked up still which is good to see.

Speaking of jobbers, was uber jobber Iron Mike Sharpe EVER actually, you know, a contender? According to the Kayfabe Memories site/message board, he was initially a midcarder who got title matches against Bob Backlund and IC matches against whoever was champion at the time (Santana maybe?) but was eventually moved down the card to jobber status. I think he even had a manager (The Grand Wizard?) upon his first arrival. Don't quote me on that, though.

Velocity always did very well in acknowledging other smaller promotions when talking about the jobbers/enhancement talent.
I even remember Josh Matthews talking about where Kendrick had been during his time away from the 'E when he returned in late '05/early '06. You never hear that...
