what, no British Bulldog? I say both Ricky Steamboat and DiBiase..... but I vote for The Million Dollar Man, because he never event get to wear the top NWA belt. Bulldog wasn't really a singles star yet in the 1980's. If we were talking 1990's, then I would throw Bulldog into the mix. I'll say... *flips coin* Jake Roberts. The poll doesn't say 80s...but thats the poll's orientation. I second the Piper vacancy from the poll. WTF?

Thing is, yeah Piper deserved the title but guess what? People tuned in to his promos and matches just to see him verbally spar....or hope that Hogan or somebody squash him.
But Steamboat, he had the skills, goods, and crowd support to have headlined a few PPVs with Hogan/Savage/Flair/etc.

See, I think there is a difference between being an awesome performer and being believable as the world champion. I count Piper and Jake as guys who were clearly awesome performers but not believable as world champions. IC champions, certainly.
DiBiase was, in my opinion, not only an awesome performer but also believable as the world champion. He was just that cunning, that "well-schooled' a wrestler. To quote Triple H, he was just that damn good. He proved it time and time again, winning Suvivor Series matches, going the distance in the Royal Rumble, and being brought in to face off against Hogan whenever they temporarily lacked for a main event heel. And he won a majority of his feuds. Jake never got the best of him. Neither did Dusty Rhodes. Savage beat him, but only by cheating. Of course, the details aren't important, more important is just the general presence he brought with him. It was the presence of a champion, in the heel style of Flair or Michaels. A lost opportunity for sure.

Had a hard time between Dibiase,Rude and Perfect,but ultimately picked Dibiase.Although if we go to mid 90's,I would have LOVED and really thought that Owen should have got a Title Reign.Beating Bret and then losing it back to him would have made most sense I suppose for that.Having said all this (not being morbid,but death aside),it's not like these people didnt do anything else with their careers or become successful.They're still universally loved and it's not like they were buried or anything.Each one had their own,individual,unique,memorable and enjoyable to watch careers.

My biggest grudge against Hogan, to this day, is he had such a firm lock on the top in the 80's that DiBiase and Roberts never got elevated. At some point as a kid it dawned on me Hogan really wasn't the best, he was just the most popular, and the walls of kayfabe started crumbling.

Yeah, in the long-term it wasn't great but it was a forced face-turn anyway. He was voted most PWI's most popular wrestler in 1986, not the Hulkster. If the WWF put the belt on face Piper it would have been a huge money-maker. That's a fact. Though admittedly heel Piper was the best.
