I don't mean to put these people down. But they weren't managers and got a WM paycheck for not doing too much.
Examples:
WrestleMania 14: Jackyl. He accompanied Kurrgan to the ring, so he could interfere in the 15-Team Battle Royal.
WrestleMania 15: Gorilla Monsoon, Chuck Wepner and that other guy who judged the Brawl For All.
WrestleMania 16: The San Diego Chicken. Only because everyone was sure it was Pete Rose
WrestleMania 20: Akio waited and waited to wrestle, just for Tajiri to spew mist at him.

Gorilla would deserve a paycheck for any Mania he showed up to, but that's just my opinion. Hell, they could re-animate his corpse and have Zombie Gorilla just stand there, and it'd be worth it.

Regarding Gorilla's WM15 appearance, I don't think he was really supposed to be a judge. Sure that's what they said, but I think the real reason he was out there was to have one more chance to wave to the fans. I remember he was very sickly looking on that show, and I suspect that WWE knew that it might be one of his last chances to say goodbye.
