Sure Dusty isn't really ring able, but the fact is they are actually building a decent way to debut a new wrestler. I mean a lot of people complain that people don't get a decent debut all the time when they move to WWE after OVW or whatever, this is about as good as you get. I expect a few minutes of offense from Dusty Dust, then Randy completely destroys him, and it's revealed he knocked Cody out in a sneak attack before the match. Cody wants revenge and Dusty's in no shape to say no.
I add the Cody gets knocked out thing in case they wanna go with the swerve Cody heel turn.

How about this for a heel turn
Fast forward a couple months, Orton is the Champ while Cody is having his rookie struggles. Dusty talks to his son in the ring or backstage and pretty much say everything except that Cody is a disappointment to him and how he should be more like Randy (kinda like George Costanza/Lloyd Braun on Seinfeld). Eventually, Dusty starts hanging with Randy more and calls him son. Cody and big brother Dustin get upset and this culimates to a Orton/Dusty vs. Cody/Dustin match.

They should've just had Orton give Dusty a "con-chair-to" on RAW and skipped ahead to the Cody v.s. Randy match. No one needs to see Dusty in the ring with Orton. Haven't we been through enough this year? Taking time to develop a feud is ridiculous. Sarcasm.

Hopefully the answer is that this is something for Orton to do before he faces Cena at Summerslam. And beats him * fingers crossed *

Keep in mind that an over-the-hill Dusty had a pretty good Bullrope Match with Steve Corino back in ECW, so this match might surprise some people

To bore the freaking crap out of us. An old man who was a bad wrestler in the past vs. a young bad wrestler. You do the math
Besides, most WWE fans don't even know who Dusty is (unless they are a smark or whatnot) so Triple R is only going to get heat for beating up Dusty because Dusty's old, not because he's a legend.

It exists to make me wish Dusty would win the damn thing, since he's entertained me more in one match than Orton has in his career.

To introduce Cody Rhodes. He is what WWE consider a top-level prospect.
