For this match being as popular as it is, I can't remember the build up to it at all. I know Foley had just turned from Dude Love to Mankind, but that's it.
Does anyone remember the build up to this match and why they were in Hell in a Cell?

IIRC, Foley was just coming off his feud with Austin, and had a newfound partnership with Kane. They basically switched feuds going into KOTR, with the main event to the Raw, I think the week before KOTR, being Austin/Taker vs. Mankind/Kane HIAC. At the same time, I think it was supposed to be the final battle between Mankind and Taker from a feud that had gone on since about 1996.

Foley was basically "fired" by Vince as Dude Love for failing to beat Austin, letting him get hit with a chair, etc. So Foley transforms back into Mankind and starts wearing the shirt and tie to suck up.
He starts helping Kane and Paul Bearer, which gets him involved with Taker. Kane is heading into the match with Austin for the title, thus leaving Mankind for Taker.
There was probably more to it, but thats what I recall off the top of my head.

To the best of my memory, Mankind was was trying to be Vince's number one employee. He started wearing that button up shirt instead of the old brown one as a way to try to look "Corporate" to please Vince. Some people called him "Corporate Mankind." Mankind was also friends with Kane, who had been Undertaker's biggest nemesis for months. At the time, Undertaker was still a face. Undertaker and Austin may have tagged a couple of times on Raw and wrestled them. I remember on Raw it looked like Kane and Mankind would be in a Hell in a Cell with Taker and Austin (my memory is very fuzzy on this though). Also, Austin wrestled Kane at that same PPV in a first blood match, during the Austin-McMahon feud.

June 1 (the day after Over The Edge)-Dude Love is fired. Mankind costs The Undertaker a #1 Contenders Match against Kane.
June 8-JR announces Mankind-Undertaker HIAC. Mankind and Kane attack Stone Cold during Vince's Humanitarian Of The Year Award Ceremony.
June 15-The aforementioned HIAC tag team match.
June 22-Mankind beats Billy Gunn, cuts a promo on Undertaker
June 28-Mankind gets hurled off and through the Cell.

That match originally should have been Austin and Dude inside the Cell for the title, but Russo swerved us behind the scenes and gave us UT and Mankind. Foley openly admits in his first book he thought the match was going to bomb, because he felt worn down, UT had a broken foot, and it just had the feeling of suckiness. And that hurl of the cage was suggested by Terry Funk, whom Mick Foley called crazy after telling him that plan.

To divert slightly from the actual topic, two questions.
Was the second time he fell (chokeslammed through the cage) intentional?? I've always heard conflicting reports on it.
If he'd actually died from either of the bumps, what sort of liability would taker have. I assume being told to throw him from the cage would sort the first one out, but if he'd actually thrown him through the cage and killed him, would he be in any trouble if it wasn't planned?
Strange i know but i'm not up on US law.

Most people are certain that the second one was planned. The rumours I've heard are conflicting, the only one I can remember is that Foley denies that the second one was planned because his wife would've been insanely mad at him for voluntarily planning to do both of those massively damaging falls.
