This only pertains to matches that a company has teased but had no real plans of having. So Team 3D vs The Steiners doesn't count, since that was (and technically still is) a scheduled match.
As a quick refresher:
The Coach vs Funaki: Coach's original opponent, Stone Cold Steve Austin, pulled out with a back injury. Mr. McMahon jokingly sent Funaki out as Coach's opponent, before Batista was introduced as the official opponent.
Mr. McMahon vs The Blue Meanie: After Judgment Day 4 weeks ago, Mr. McMahon said that he would defend his ECW World Title against The Blue Meanie at One Night Stand.
Christian Cage vs Shark Boy: Christian was certain that Shark Boy would be his opponent in his KOTM Qualifier. Unfortunately for him Abyss showed up.
Head vs Deer Head: At Backlash 1999 Head pinned Hardcore Holly to technically become Hardcore Champion. This irritated Al Snow, who challenged Head to a match on Heat. However Hardcore Holly was the guest referee for this affair. During said encounter Snow retrieved Pierre The Deer Head. Pierre somehow ended up on top of Head. Holly counted Head's shoulders to the mat and Deer Head technically won the Hardcore Title. However, the epic encounter between the inanimate objects never happened as Hardcore destroyed Pierre shortly thereafter.
Other-In case I forgot one.

I... wanted to see Vince McMahon actually face God in a match. Not a spotlight. Not an accidental pyro. Not a no-show. I wanted to see a wrestling match between Vince McMahon, Shane McMahon, and the team of Shawn Michaels and a physical incarnate of God.

Vince McMahon vs Eric Bishoff They had a match in February of 04. It ended in a No Contest when Brock Lesnar interfered and gave Guest Referee Steve Austin an F-5

Head vs. Pierre would have been a freaking classic encounter. Two of the top performers ever both in their prime.

I don't know if this counts as falsely teased since it was actually booked and advertised, but Bret Hart vs. Shawn Michaels at KOTR '97 would've been a nice treat.
Too bad they had to start beating on each other for real backstage and kill the match.
EDIT: I realized my mistake as soon as I posted: The fight didn't happen until later. The KOTR match was scrapped because Bret wasn't fully recovered from surgery.

Dudleys versus Steiners, now.
But I voted Head v. Pierre. Meltzed would ahve given it 4 stars and it would have been a MOTY candidate.

Blue Meanie because it'd be the best thing ever if he was ECW champion. Even if it is in a bastardised ECW

I want to clear up any confusion. This poll is for matches that a company has teased but had NO PLANS WHATSOEVER to have the match. TNA was planning on having Team 3D vs The Steiners. There is nothing that would make it falsely teased.

Coach/Funaki. Although it is rumoured for Mania 24.

Bret Hart/El Dandy is actually the best match out of these. Anyone actually seen El Dandy in Mexico? Orton/Booker T would've been ok. "You owe me a favor"...

Coach/Funaki. Although it is rumoured for Mania 24. It damn well better be in the main event!

Hogan/Nash finger poke. Yes, I realize it technically was a "match," but it was definitely false advertising.
A finger poke. That'll put butts in the seats.

Last night, I had a dream I met the Blue Meanie. It was at a pool. But all my friends were there. It was like our senior trip. But for some reason, the Blue Meanie was there(in wrestling gear). I didn't know if it was him at first. But he had "yes, I am THE Blue Meanie" written on his hand. We talked, and I asked him about the "match" at ONS. He didn't seem to know he was even mentioned on TV.
So my answer is McMahon vs. Meanie
