In all fairness, I think it would be RVD, because that would be a former world champ, and it would make sense as he doesn't have to worry about a non compete clause what so ever. That's if you go with WWE, What's Savage doin' latley lol.

Dustin Rhodes was a World Tag Team Champion so he technically fits the bill.
And remember this is not our, PWI's or Wikipedia's definition of a World Title. We've had the WCW and ECW "World" TV Title, I'm sure WSX considered there belt a World Title and probably a dozen indy feds consider their championship a World Title.

Y'know....I often thought it would be great for a heel to promise to Destroy a Former World Champion that night, and all throughout the show, have the announcers speculate on who it could be.....and then have the heel come out and pull David Arquette out of the audience and just F$%K him up.
Of course, if it were a Funny Heel....he could then take the mike and say, "and THAT was for See Spot Run!"

WSX "World" Champion Ricky Banderas as Jim Mitchell's new monster. That sounds about right. But calling the WSX championship a "World" title is like calling Petoria a world superpower. You say that now, but the economy of Joehio is booming.

Dustin Rhodes was a World Tag Team Champion so he technically fits the bill. Don't forget, all of WWE's titles are world titles. All legitimate world championships considered, Dustin Rhodes is at least a 15-time world champion. But wasn't he already in TNA? So that wouldn't be much of a debut. And I may not follow TNA much, but, if I'm reading correctly, he was at Victory Road and, subsequently, on Impact. So that REALLY wouldn't be much of a debut.
