I think the hour suits them fine, they don't have a Tag-Team Division or ANY other titles for that matter. A veteran or two would be nice. Kind of what they did when Benoit was drafted to ECW. Yes because if keeps the show fresh. I'm kinda up in the air about the 2nd title being added. Yeah they should have at 1, to suit guys like Balls Mahoney and Tommy Dreamer. Now when ECW was first brought back, it could have. Now it's just like, basically, Sunday Night Heat. True

More time No, they have enough time. Maybe in the future they could get a second hour.
More talent Hell yes. This is the biggest problem ECW faces right now. The roster of active WRESTLERS should be as follows:
John Morrison CM Punk Balls Mahoney Elijah Burke Nunzio Tommy Dreamer The Sandman (re-hired) Mike Knox Derrick Neikirk Stevie Richards Super Crazy Kenny Dykstra The Miz Colt Cabana Ace Steel Paul Burchill Kevin Thorn The Boogeyman Big Daddy V The Blue Meanie (I'm sure they could hire him back) Jamie Noble
As for the non-wrestlers, they would be as follows: Krissy Vaine (manager of Team Elite--Knox and Neikirk), Ariel (re-hired, manager of Thorn), Joey Styles, Tazz, Armando Estrada (GM), and Maria (backstage interviewer).
OVW Hell no. ECW should be a mix of established and unestablished wrestlers.
Add another belt I would add a tag title.
Extreme Rules It's not acceptable for ECW to not have Extreme Rules matches. All matches should be anything goes, but the wrestlers should not go overboard (no unprotected chair shots to the head for one). ECW needs something to make it special, and they clearly aren't doing that now since the ratings are mediocre.
Could ECW ever be its own show Yes. ECW needs their own tapings. As it's been suggested, they could be booked in small arenas like Shotgun Saturday Night was.

If not the ECW Arena or Hamemrstein, there's always Shotgun Saturday night style... just rent out time in a bar or nightclub and perform in front of some drunken rowdy dudes. Eventually your average smarky nerd will filter through and you'll have rowdy drunken wrestling nerds... perfect ecw crowd.
edit: O i see someone just beat me to it.

More Talent: I agree that it needs more talent. Problem is, you could say that about every show. Perhaps the talent has been stretched too thin. I wish there was a solution here. Wrestling schools are dying and people are being picked up based on their look with the assumption that they can learn the craft in 6 months. Once they have the basics they give them a written script, a persona, and expect them to go with it. When it doesn't work, they release them. This is the root of WWE's lack of talent in general. Unfortunately they are the cause and they either don't realize it, or they don't care to.
OVW: I like this idea. From the begining, I was hoiping that this would be the plan for ECW. The established stars should stay on the other shows, and ECW should be the place where the new stars are tested. If they succeed, move 'em up. But let them fail. Don't fail them.
Add another belt: Not sure how I feel about this. It sounds good, but with a roster so thin, a mid-range title belt would be more of an insult to the wrestler than a reward.
Extreme Rules: Every match like the old ECW? No way. There are too many guys getting hurt, and too much attention on the use of pain killers and steroids. If you force them to wrestle Extreme Rules all the time, you may as well dangle pain killers in front of their faces. Once in a while is OK. But it shouldn't just be on a whim like it is now. There should be build up to it and it should be at the end of a bitter feud. Like the Steel Cage Match used to be.
Could ECW ever be its own show: Yes. I even like the hour long time slot. I just don't understand why they always put the marquee, main event, 20 minute match first. This weeks show, for example, had the triple threat match that had been hyped all week on WWE.com as the first match. It was a thrilling match and it was their biggest storyline at the time. Once it was over, the remaining 40 minutes were a let down. The timing and pacing of the show are handled horribly.

Every match in ECW should be an Extreme Rules Match. The lack of hardcore matches in "ECW" is striking.

* One hour's fine * YES, bring in more talent, of the underused variety (although Matt Hardy? Uh, not lately...). Guarantee that WWE'll make up the pay difference if need be. * Only if they expand the rosters more (hell, move the Cruiserweight division there and hit two points) * ECW title matches should be extreme rules * If they hit up smaller venues and limit touring costs, sure, even tape two at once

More time I think ECW works well right now as a 1 hour show. More than that would make it full of boring stuff like Smackdown.
More talent It needs another vet from one of the other shows. Like maybe Matt Hardy, Super Crazy, or Finlay.
OVW ECW should not be full of rookies, but a place for guys who just are not ready to be on the A and B shows.
Add another belt Yes. the other feuds are pointless without a belt for the guys to fight over.
Extreme Rules It does not need to be uber hardcore like real ECW was. Something like the "relaxed rules" thing WCW tried back in the late 90's/early 00's. Like guys can hold the ropes during submissions, no count outs, low blows are legal and the like. Toss in a chair shot every other match show or two. If this is too much, make title matches on PPVs no DQ. And don't call it "extreme rules", just no DQ just "ECW rules". Extreme Rules sounds like a kids gameshow on Nickelodeon.
Could ECW ever be its own show No, I don't think ECW will be it's own show. It's more economical to do it with SD. This way the E does not have to more money to have the TV crews travel extra amounts.

More time 1 hour wraps up the thin roster of ECW just perfectly, it's not the WWE's main program and it airs after Smackdown so it's 3 hours total for those live. Besides, the booking team of ECW have seemed to found a good recipe for one hour so no need to mess things up.
More talent No talent is enough if not used properly, first you have to utilize what you have and make everyone have their own place. I think ECW could really benefit from Jericho, a big time face who people wanna turn in for and who's hot because of the comeback, at the same time they can get familiar with ECW's great product. In short, only if you can use more talent and know you need it.
OVW No
Add another belt People work their way up by winning matches, if there is only one title it makes it more competitive(with the ECW formula) because everyone are constantly working their way up or competing for the title. You KNOW Cm Punk is the man in the brand, the man to beat and thats a good thing. So.....not necessary.
Extreme Rules People have left behind the idea of "Extreme", even Styles and Tazz have dropped the comments already which is clearly a good sign that the brand is finally getting out of the shadow of being a recincarnation of something 10 years ago. No need for extreme rules.
Could ECW ever be its own show Dont fix if it aint broken and ECW aint broken.
