Sadly, it's too soon to put the belt on Jericho, but they don't want to job him out right away either, and since it's not one of the "major" PPV's, I say Jericho by DQ so Orton retains.

Sadly, I don't think Jericho is getting the belt at any point during the feud. WWE will probably protect Orton until 'Mania, where he'll lose to Hunter.

From the dawn of time (okay, the dawn of worked pro wrestling, anyway) every good promoter has known that when it comes to the title, the money is in the chase. During the 1980s the NWA bookers were absolute masters of this; Ric Flair would escape with the NWA Championship time and time again, leading to more asses on seats the next time he came to town in the hopes that this time the face would beat him. (I've never liked monster heel champions; the real money is in a vulnerable heel champ - someone who looks like the face could beat him.)
If I were booking, I'd have Jericho win by DQ, then have it revealed that Orton had inserted a clause into the contract that it was one-time-only, win or lose. Then Jericho has to enter the Rumble to guarantee himself the WrestleMania shot, and Orton dodges him on the intervening PPVs until 'Mania.

DQ, because Michaels or Triple H will interfere, probably Michaels. Which then leads to a three-way for the title at Rumble '08, then Triple H will likely get involved, leading to the first Wrestlemania 4-way for the title since Wrestlemania 2000. Why this will happen? No idea, but considering the build-up and fanfare for Jericho's return they've gotta have him main eventing 'Mania next year, then Shawn Michaels will get in the main event for some reason (like he did for Wrestlemania XX despite Benoit winning the Rumble cleanly) and for good measure Triple H will be involved too.

Not to be a jerk, but the NWA would have gone under if not for Ted Turner buying them up. Vince proved the exact opposite of that theory to be true in the era you are talking about. Hogan's chase lasted less than a month and people came out to see him for years to beat whatever monster the WWF put in his path.
