I could see them doing it with a monster-type guy, if he had a lot of hype beforehand plus WWE were confident that he could deliver the goods.
I doubt anyone winning the title upon their debut would have a very long reign, though. Vince would also never do this with any rival stars(not that TNA has the ability to build up anyone that huge right now). Anyone in TNA who isn't a former WWE/WCW star would be midcard a best after making the jump.

Yeah, it's possible. I don't imagine it would be done with the WWE Championship, but maybe the World Heavyweight. But they really would need to hype the guy for months and make him seem like a big deal. Glacier: World Champion

They could probably do it as a complete fluke thing. Like have Edge or someone squashing some jobber and putting the belt on the line just to prove he's a fighting champion. Then in midmatch he could pose at the crowd and the jobber could roll him up for the three. Then show everyone, including the jobber, with pure WTF looks on their faces.
This actually sounds really awesome.
Edge could win it back like a week later and everything would go back to normal, but it still would be really cool.
