Booking this as a generic PPV, not a 'Mania or anything. I guess it'd be No Way Out if we're building on current storylines. WWE Title Match - Randy Orton vs. Jeff Hardy. Hardy wins his Rumble match by DQ and stays in the title picture by goading Orton into giving him a rematch by saying he could never beat him in a fair fight. Orton refuses at first, but with distraction after distraction during his matches, Orton finally lets Hardy get a rematch. World Title Match - Edge vs. Matt Hardy. A returning Matt Hardy floors MVP at a Smackdown taping. He then says he isn't going to challenge MVP for his US Championship, because it's beneath him now. Matt gives the promo of his life and challenges his old "friend" Edge. Edge comes out with his boys and tells him that he has to beat his Edgeheads in a 2-on-1 handicap match. Hardy manages to win and puts himself in the title picture. Edge vows to put the past behind him one last time and an old rivalry starts anew. ECW Title Match - Shelton Benjamin vs. CM Punk. After a surprise win on ECW involving shenanigans, Shelton's the new ECW Champion. Punk cuts one of the best promos he's had since he debuted in the WWE, demanding his belt back from Shelton. Benjamin, newly confident on the stick, promises him a rematch at the next PPV. No. 1 Contender's, No DQ Match - JBL vs. Chris Jericho. After nothing really getting settled during their last encounter, JBL declares himself the victor anyway and demands a title shot at the next PPV. Of course, Jericho disagrees, saying he should be Number 1 Contender, A-GAYNE. Regal sets up a match between the two. The winner will be the new Number 1 Contender for the WWE title. And just to make sure there's a decisive finish, there are no DQ's and no count-outs. SmackDown vs. RAW Tag Match: Undertaker and Batista vs. Shawn Michaels and Triple H. The winner of the match gets bragging rights plus two extra draft picks at the upcoming WWE Draft. US Championship Match - MVP vs. Finlay. After being victorious over Khali, Finlay is challenged by MVP, who says that Finlay could never beat a real man like him. Finlay accepts, but only after MVP beats the living hell out of Hornswoggle. Winner Gets WM Main Event Spot - Ric Flair (Rumble Winner) vs. a returning Bobby Lashley. Lashley's back, but as a heel with a real nasty side to him. He returns to RAW and becomes a monster heel, destroying everyone in his path. Best of all, Elijah Burke's also on RAW and is now Lashley's partner and mouthpiece, letting Lashley be the brawn of the two. If Flair wins, he keeps his job and his guaranteed title shot at Wrestlemania. If he loses, Lashley gets his title shot and Flair is forced to retire. Intercontinental Title Match - Mr. Kennedy vs. Cody Rhodes. After being distracted by Orton as revenge for his own distractions, Jeff Hardy loses his IC title to Mr. Kennedy. Rhodes, after being encouraged by Hardcore Holly, challenges the new IC Champion. Women's Title Match - Beth Phoenix vs. Mickie James. A continuation of their current feud, only Mickie and Beth are allowed to show their stuff in the ring. Cruiserweight Title Match - Battle Royal with every Cruiserweight in the WWE. Entries include both Edgeheads, Jamie Noble, Shannon Moore, Rey Mysterio, Chavo Guerrero, a returning Gregory Helms, Jimmy Wayne Yang, and a debuting Matt Sydal (he's technically current roster as you didn't say FCW/OVW were off limits ).

Alright, here we go:
US Title, Ladder Match, MVP (C) vs. Matt Hardy: After literal months of build-up, this match has to have a blowoff to it. They met in the ring before, and so now it needs a stip in order for a proper end to this feud. MVP enters he Rumble, hangs on, and then someone comes to the ring while hes alone and its Matt. They both get eliminated with a Cactus-like clothesline. So on SD!, Matt picks somebody and MVP picks somebody, and the two men have a match (we'll say... uh.... Rey Mysterio vs. Mark Henry in this instance). Rey gets the duke after a 10 minute match with 619/Frog Splash, and so Matt makes his decision: LADDER MATCH! OF course Matt Hardy should win, but this will be an entertaining match lasting at least 15 minutes.
ECW Title, CM Punk vs. Shelton Benjamin: With a one-hour program, this match would be a little tighter to build-up, but with two athletes at the caliber of Benjamin and Punk hitting the ring, this should be awesome. Benjamin wins the title in a 15 minute match, and starts his career rejuvenation.
Chris Jericho vs. JBL, Inferno Match: Oh yes kids, an "inferno" match. JBL keeps referring to Jericho as the "he plays with fire, he's gonna be burned" anology, so Jericho on the titantron says, "Me... want (with Cookie Monster a-gayne)... MATCH (a literal match).... FIRE! (Inferno)." This is realized as an inferno match, and though this match won't tear down the house, it will be an entertaining spectacle that sees Y2J get the win in a 10 minute match as JBL gets dropkicked on the outside into the fire.
Cody Rhodes vs. Jeff Hardy: One of those "respect" angles, where both men save face. They tag together, they save each other, and they could be gay for one another... that is until the match starts. Cody gets the win in a 10-15 minute match with him going TREMENDOUSLY over with a reversal of Twist of Fate into a DDT after being hit with a Swanton (that leads to TOF).
Trish Stratus vs. Beth Pheonix: Come on guys, this one has potential. It would be one of those "future" vs. "legend" where the "future" does all the work on TV. You have the perennial women's champion in Trish vs. the green powerhouse in Beth. Beth goes over in a 7-8 minute match with that finisher I don't know its name. Should be an epic confrontation.
World Heavyweight Championship: Edge (C) vs. Undertaker: Steak vs. never been pinned. Of course the evil boss and champ vs. phenom angle would all be planned out, with Undertaker going over on the big stage with Tombstone in a 20 minute epic encounter.
WWE Championship, Fatal-Four-Way, Randy Orton (C) vs. HHH vs. Shawn Michaels vs. Ric Flair (with the stip that Flair gets pinned or submits, he loses the title): After how the Chamber match played out with HBK and HHH doing a double pin after a SMC goes wrong, Vince makes the decision to make it a Fatal-Four-Way with Flair added in to make that "retire" angle work, of course if he gets the loss from pin or submit. Feels like a play-from Backlash from 2007. Finish goes like this: Ric Flair gets superkicked by Michaels, HHH pedigrees HBK, only for Randy to get the surprise RKO on HHH for the pin and the win. Flair lives on to fight another day.

World Heavyweight Title Match: Edge VS Undertaker (Streak VS Streak)
We've got to sell this one. It could go a couple different ways. Will Taker put Edge over, or will Edge job and give Taker one last World title run. There's just so much behind it. It sells itself.
U.S. Title Match: MVP VS Matt Hardy
We've got to get the blowoff here. The problem is, if I were the booker, I'd be wanting to put Matt Hardy in the World title picture, asap. Basically, we have Matt go over here, and we get some return matches with MVP trying to get the belt back. I'd have Matt lose the title when I was ready to put him in the World title picture.
WWE Tag Team Titles: Jimmy Wang Yang & Shannon Moore VS Miz and Morrison
These guys have really been entertaining. They have to have a title match.
WWE Championship Title Match:
Randy Orton VS Jeff Hardy VS Triple H
I want this at Mania. I'd give Jeff more promo time to build himself up. He'll lose at Rumble, so he has to get under Orton's skin to get the rematch at Mania. They seem to work pretty well in the little I've seen of them together, so this could be something really good. I think if we're at Mania, Jeff has to go over. We throw Triple H in because he knows how to build a feud pretty well. Use him to sell the match, and to help keep Orton over and to help Hardy to get over. We know Trips'll do it if there's something for him. We might turn him heel afterwards and have him feud with Jeffery.
WWE Intercontinental Championship Match:
Ken Kennedy VS Cody Rhodes
I like the suggestion of pushing Cody up to feud for the title. I want Cody to give some promos like he gave for his father at the WWE HOF. He has it in him. Sort of push Cody as an underdogger, and Kennedy as this heel who puts Cody down at every turn. Maybe he could even call Cody green, sort of tease him. I think if they really showed some emotion over it, the IC title can be important again.
World Tag Team Championship Match: Londrick VS The Redneck Whirling Dervish
I would definately amend the travesty that has gone on since London and Kendrick came to Raw. We've gotta have Londrick go over the Dervish in a non-title match and have them do some commentary, because I love me some Cade and Murdoch commentary while Londrick does matches against teams like The Edgeheads and Deuce and Domino and The Highlanders. We've gotta rebuild here.
ECW Championship Match: CM Punk VS Shelton Benjamin
We've gotta get Punk some better mic time, and make him look stronger by going over guys like Chavito and maybe like Kevin Thorn. Shelton plays this cocky heel. He's getting better on the mic, and we know he can work. I like the potential here.
WWE Women's Championship: Beth Phoenix VS Mickie James
I really want them to push Mickie more than Candice, because I don't think Candice matches up well with Beth. This is a better matchup with more potential. It can't be a squash. There will be no squashes on my goddamn PPV's!!!!
MITB Ladder Match: Ric Flair VS Shawn Michaels VS Elijah Burke VS Chuck Palumbo VS Jaimie Noble VS Y2J
We know Flair's gotta go over, because I have a plan for him later tonight. It also gives a night of work to great guys like HBK, Y2J, and Elijah Burke. It also helps to continue the Palumbo/Noble feud. We know the double turn is coming before this, but I would hold it off a little longer, and milk it an extra few shows so we could get the double turn just a couple weeks before Mania. In any case, Flair wins in an emotional moment.
WWE Championship Match 2: Ric Flair VS Jeff Hardy
I think Hardy would get the ultimate rub if they worked a respect match. Hardy wins after a back and forth contest. Flair retires and shakes hands and hugs Jeff Hardy. At this point all the boys come out from the back to shake hands with both Hardy and Flair. Flair leaves the ring and walks slowly down the asile. Just before he goes out, he turns around, and mouths "thank you" and "goodbye" to the crowd before giving a trademark "WOOOO!" and then we Fade Out.

I would just make a couple of modifications... - For Matt Hardy/MVP - Just like you said, I would have them in the ring alone during the RR. It would need to be somewhere near the end so that it appears that they both have a real chance at winning the whole thing. Then, the next entrant would be someone else that MVP has heat with. MVP wants to switch his focus to the new entrant, and thinks Matt will back him up. However, Matt continues to attack MVP, leaving him vulnerable so that the new entrant eliminates him. Then, to get revenge, MVP eliminates Matt from the outside leading to an all-out brawl outside the ring that the officials can't get control of. The feud moves to a whole new level. After that, we proceed with your plan.
- For JBL/Y2J - It sounds interesting, but I think Jericho is too good a worker to get saddled with a gimmick match like inferno. Also, I can't imagine JBL would agree to being set on fire...
- Cody Rhodes/Jeff Hardy - WWE is currently pushing Jeff Hardy to the moon. I think Cody is still too green to be placed in a match of that calibur, especially being booked to get the W.
- Trish/Pheonix - I like it. And allowing Beth to go over would definitely give her a huge boost without hurting anyone whose currently on the roster. Since they can both work, it would be a fun match to watch too. You have to wonder if Trish could get into ring shape in time, though
Overall, it sounds like tons of fun!
