I think tna needs a midcard belt like a tv title, cause the x title good and all but it only for x division wrestlers, should start a petition to make tna get a midcard belt so it give alot of mid carders something to fight for

Or how bout defending the X-Title in a TV Title fashion. Time limits to make sense of the faster style action. Defenses on every Impact.
And the thing I also thought should happen.. if you hold a under card belt for more than a certain period, say 6 months.. it guarentees you a shot at the World Title. Thus giving some incentive to holding the lower belts because to me in kayfabe terms, it never has made sense why all guys aren't trying to get the World Title at all times.

id like see a tna tv title, could see ppl like james storm robert roode or even x division wrestlers like senshi holding it

i wouldnt mind it. However there is the case that the X div will take a huge hit with another belt coming in.

Now that there's a second hour, I think that there's enough time on TV to adequately support a midcard belt. That way, it gives something for the midcard guys to vie for, guys who aren't ready for the World Title, yet also wouldn't logically be in the X Division or a tag team.

To answer your questions:
Does TNA need a TV Title? - Simply put, yes. It would do wonders for the likes of Chris Harris and Bobby Roode.
Does TV (I'm guessing "television") need a new "title" (or "name")? - Yeah, why not. I'm rooting for "moving pictures box," myself.
