It was actually pretty common for referrees to do that back in the day. They're "stopping them from using the ropes to gain an illegal advantage". It always seemed stupid to me though. A sunset flip is technically a hold, and should be broken one one man grabs the ropes. In any case, the certainly is not the only match that spot happens in.

Dude, this is Tommy Young's signature move. Watch a Ric Flair title match from the '80s that he is reffing and there is a very good chance you'll see hime kick Flair's hands off the ropes.
As for the reasoning, I guess I would just say that it is because you aren't supposed to use the ropes for an advantage, kinda like in mma you can't grab the cage...

I remember at Wrestlemania 2, they had 2 refs and the second ref held Beefcake's leg so he couldn't save Valentine from the pin. Made no sense to me, but of course at the time I loved it.

My problem with this is that a wrestler should be allowed to hold the ropes to counter the sunset flip. So long as they aren't using the ropes for an illegal pin, it should be fine what they're doing.

Brad Garoon on 411mania actually has a policy on this exact spot, where he refuses to continue play-by-play for the rest of the match unless the referee gets knocked out.

Before I even clicked the video, I knew that the ref was Tommy Young. It was one of his signature spots, as already mentioned.
Anyway, I'm guessing that the reasoning is, especially back in those days, you weren't supposed to use the ropes at all. The only time it was technically legal to use the ropes is to break a pinfall or submission. Climbing the ropes always got a count from the ref, as did anything in the corner.

Hebner did that once or twice also, it was a pretty common spot in those days.
