The OP says since Vince is technically not a wrestler, he doesn't count. So other than Vince, who would you pick? I say Vince does count since he has been many matches over the years. But, other than Vince, I would say Batista. But as bad as Batista is, he did attract a HUGE buyrate at WM21 I'd go with Rey, as awesome as he is, he didn't sell me as a main eventer

Hulk Hogan, 1990. Not very necessary. I mean, yeah, it help set up the face versus face feud with the Warrior, but having the champion win it, eh, not that keen on the idea. Vince would be second, because that feud had enough heat going into it that it too wasn't that necessary, in my eyes.

I'd say Rey Mysterio.
Not because he's a bad wrestler, but it was IMO the worst reason for winning the Rumble and the aftermath was a disaster and did nothing good for him.

Rey for me. I thought the Batista win actually made sense storyline wise. It led to him turning face and challenging Triple H which I thought was one of the better feuds of that year.

I won't say that Hacksaw Duggan is a great wrestler in the technical/mat wrestling sense. But he has ALWAYS been over. In the old days, pre WWF, feuding with One Man Gang. In the WWF, always being the babyface who didn't EVER need a belt and could make sure a heel was in place to challenge Hogan down the road. Duggan knew how to work.
"Wrestling" =/= "Working" is the best way to put it. I respect quality workers as wrestlers, even if they aren't impressing in their "wrestling ability." Duggan will outchain no one. But regardless, he was over, and the 1st RR was a chance for an over guy to win something big without being part of the WWF title picture.
The same things I've said about Duggan could be used to justify Yokozuna, Taker, Rock, post-surgery Austin, Brock, Studd, and Batista. Rey, Bret, Chris, HBK, Trips, Flair, Hogan.
The winner is Luger. He is awful. Remember Lance Storm's Luger Theory: When in need of a serious promo, visualize a Lex Luger match and think of how much more money than you he gets paid. He couldn't wrestle, and he couldn't work. He had no charisma, no mic skills, and a complete inability to judge his own clothing sizes. Luger in a landslide. He was godawful. In terms of ability vs. accomplishment, he has to be in the top five disparity of all time.
