Like the title says, we'll do this on a scale of 1 to 10.
Bret Hart: 5. He conveyed anger and his determination to beat his opponent well enough, and got his no-nonsense, morally upright hero character over, as well as his self-righteoudswhining heel. However, he wasn't spectacular by any means and sometimes fumbled words.
The Rock: 10. Incredibly funny, knew the right time to insert catchphrases, wonderful voice, and could get convincingly pissed. He had the rare quality to hold a crowd in the palm in his hand with simple gestures.
Mick Foley: Another 10. Impeccable actor, could go from engaging to crazy/vicious at the drop of a hat, wry sense of humor.
Jake Roberts: 9. A very innovative approach to promos, and made you believe that he was really that slimy.
John Cena: 8. Great delivery no matter what he does, but hampered by a Jekyll-and-Hyde formula to some of his work as he jumps from humorous and pop-culture savvy (if juvenile) to anger to the point where you fear for the life of the interviewer.
Samoa Joe: 7. While he mainly relies on gestures and his in-ring performances to get across his character, his verbal delivery is very underrated and he's always believable in whatever the story dictates he attempt to accomplish.
CM Punk: 9. Clear, accesible voice, has a knack for well-timed one liners, can get over in either the face or heel role.

I agree with your scores so far. Here are some more, oh yeah. Chris Jericho: 10. He's able to hold his own against The Rock, and I often find Y2J even funnier than the great one. Not to mention, he's the voice of FOZZY. He's the best on the mic in the WWE right now. Rob Van Dam: 7. He's very underrated on the mic, and pretty solid, despite the fact that he always sounds laid-back. He's had many entertaining promos, especially when making fun of Sabu. He just comes across as the always cool cocky guy, in a world a yelling angry freaks. "Stone Cold" Steve Austin: 9. Austin was one of the best on the mic ever, despite his voice being much less dynamic than guys like The Rock. Austin can be hilarious, psychotic, or heroic, and open a can of microphone whoopass on anyone. "The Fallen Angel" Christopher Daniels: 7. This guy has had some very emotional, epic promos over the years. Definitely underrated. Colt Cabana: 9. This guy is hilarious, which is always a good thing for me. I also took him seriously during his intense feud with Homicide. When this guy finally moves up from OVW to RAW/Smackdown/ECW, he'll rock the world on the mic. Edge: 9. This man is the best heel in the WWE on the mic. He's always entertaining to listen to, I loved hearing him mock Cena throughout 2006. Christian: 8. Christian rocks, he's the instant classic. He's very funny, plays the cocky heel perfectly, but he can also get the fans behind him with his entertaining promos.

Robert Roode: 4. The material is there, but the charisma is not.
Ken Kennedy: 6. Two years ago, he would be a solid 10. I liked him better when he wasn't serious on the microphone.
Elijah Burke: 9. He's a natural, from his delivery to cocky grin. Probably one of the best men on the mic in WWE.

Eddie Kingston: 9. The guy actually sounds like he's talking and not reading off something. Some of the most believable promos today.
Jimmy Jacobs: 5. Jimmy is totally night and day on the mic. When he's doing live in ring promos they tend to stink, sometimes really bad. When he's backstage cutting them though, phenomenal.

Santino Marella: 10. Great comedic timing as he always says something to make the crowd hate him and the IWC mark for him.

HHH-5 painfully slow delivery, and isnt really any different than what anybody else does, i'e' gay jokes, dick jokes, etc
orton- 4 has a confused look in his eyes at times, like he doesnt understand the meaning of the words he's saying
batista- 5 conveys anger well, just what he's saying is often stupid
paul bearer- 8 played an over the top character perfectly
macho- 9 insane, but in a way that fit his character, doesnt get a 10 because at times he veared a little too far into lala land
ultimate warrior- 7 thats right, a 7, he was unintelligable at times, but it fit his character, and at least we remember him for it, good or bad
sting- 3 cant honestly remember a promo he did on his own where i was like 'dam, that was awesome'
MVP- 9, could be a ten, but is mired in the WWE insistance on every exchange between wrestlers being 20 minutes long and repeating itself
andre- 2 nearly as unintelligable as khali

I don't know about Joe's 7 - I've never been real impressed, even his PPV shoot didn't blow me away.
Ultra Mantis Black: 9 - Seriously, this guy is a promo god among men.
Charles Taylor - 8 - Invisible grenades = greatness and his rants about Richochet were hilarious.
Alex Shelly: 8 - Compeltely underrated promo guy. Hilariousness always.
Chris Sabin: 7 - He's actually only okay at promos, but he once said to JB "I'm over here trying to pwn n00bs and you're bothering me with questions!?!" so I bumped him up a abit.
Ted DiBiase: 8 - Chari$ma all the way.

Adam Pearce - 9. I didn't even know Pearce could do anything aside from yell and play to the crowd during his matches until I saw The Chicago Spectacular. His promos against Homicide were fantastic, then he repeated his performance at Respect is Earned and Driven with his promos there. Since then I've seeked out his work and loved it.
Bryan Danielson - 8. Dragon just has that "it" factor when he talks. He gets the point across, gets his stuff in, and draws you in to what he's saying.
Nigel McGuinness - 6. He does some good stuff backstage. Had a great promo at Final Battle as well. Mostly though, I find his in ring promos to be mediocre. Sounds better now than in previous years though.

I'm going to go old school - Arn Anderson - 9.5 Not at all flashy, but he made his point and you believed what he said. What more could you ask for? Magnum T.A. - 5 Was convincing for the most part, but sometimes stumbled and said things that could easily be taken out of context (example: www.youtube.com/watch?v=nvalrcu1eYU ) Bruiser Brody - 7 You believed what he said, but tended to repeat the same promos from promotion to promotion...not as big a deal to do that back in the territory days where you always had a different audience, I know. Gorgeous Jimmy Garvin - 8 Great on the mic, made you believe in his character. Joe LeDuc - 9 Not the most articulate man, but more than able to get his often insane point across. Jerry Lawler - 9 Back in his prime he was one of the best on the mic. Superstar Bill Dundee - 8.5 Almost equal to Lawler. The little Aussie knew what to say and how to say it. Captain Lou Albano - 4 Could talk up a mean streak, but was often unintelligible. Nick Bockwinkel - 8.5 One of the best promo men of his day as well as being a great in ring performer. Ken Patera - 2 / 10 Depending on how you choose to watch his promos, Ken was the pits or unintentially entertaining. Thunderbolt Patterson - 3 Got on my nerves and was not very convincing as anything but a constipated old black dude. Ricky Morton - 7 Would sometimes talk a little too fast, but was pretty good at making his point. The Road Warriors - 8 Offbeat promos from Hawk that complemented the tough talking promos of Animal and the matter of fact promos of Precious Paul.

I always thought sting's promo on the final nitro was better then that. anywho onto my list ULTRAMANTIS BLACK - ULTRAMANTIS BLACK: yes he doesn't even get a number. his promo style is pretty much his own, to compare it to someone else is like comparing a watermelon to a clam. david von erich - 4: alot of people like to say that david von erich had a charisma that couldn't be matched by the other von erich's... however from what I've seen of him his promo skills were really poor. him along with his brothers were not the best at talking on the mic unlike the people they'd feud with. fritz von erich - 7: the odd thing about fritz is that he could actually cut a promo, a skill that his sons never learned how to do for some strange reason. then again fritz just had a really good voice and personality. iceman king parsons - 7: he had alot of personality, and a good amount of charisma, but I could never understand what he was saying. axl rotton - 8: probably one of the most under rated wrestlers ever, axl was great at pretty much anything in the ring. from promo's to ring work to whatever. it's a shame that years of substance abuse and choosing to remain a hardcore wrestler over the years made him unable to go further in his career.

New Jack - 8.5 - He maintains his edge and lets you know what's going on. Never rehearsed and never lacking passion. I still remember his promo before his ECW Title match with Awesome when he said he would win the belt and then pawn it.
Raven - 9 - Believability in every sense of the word. He made you think he was like that and more. Got his point across and did it in his own way. Rarely stumbled and got his character over.
Jim Mitchell - 9.5 - Best talking manager in the business today (with Sweeney a very close second). Too bad he's not featured as well. He communicates his points and never loses his edge. Plus his look while speaking is killer.

Shawn Michaels - 10 - The guy can make the most generic statement seem awesome. He's always hit, never miss.
Christian Cage - 9 - Just as Shawn, except he does that wacky up and down thing with his voice that frightens me.
Ken Kennedy - 1 - Blah.
John Cena - 8 - Would be a 9, but forgot how he sorta fails at the intensity when given a more serious interview.
Edge - 7 - I'm far from an Edge fan, but he's very good...but only if he remains a heel for the remainder of his career.
Kurt Hawkins - ... - just kiddin'.
Nigel McGuinness - 4 - There really isn't much to Nig in his particular department. 95% of the things he says comes out extremely bland and dull.
Vader - 1,000,000 - If you rememeber his Beach Blast mine-movie video (the boat), his simple line of 'DAVEY BOY!' is the greatest two words ever said in rasslin'.

old and some new school:
Ric Flair: 10. far and away the most versatile, and genuinely charismatic. Could play any role superbly.
Hulk Hogan: 9.5. like him or not, (and I don't really) he had a gift. his promos were perfect for the times -80's-cartoon Hulk; 90's-cool heel Hulk
Jerry Lawler: 9.5. not as well known, but his old Memphis promos were unmatched. Amazingly creative, with great comic timing.
The Rock: 9.5 brilliant timing. almost old school-you can hear echoes of Jerry Lawler
Steve Austin: 9.0 Hit his stride with the Stone Cold character. The best tough guy ever. Uneven prior to that.
Shawn Micheals: 9.0 perfect smart-aleck kid-punk. hasn't shown much beyond that.
Mic Foley: 9.0 great timing, although I never warmed up to any of his characters, his talent was apparent .
Randy Savage: 8.5 incredible intensity. basically one character for his whole career.
Kurt Angle; 8.5 intense, yet versatile. I think he still has the potential to grow-could move up.
John Cena: 8.0 intense, current style. I don't get it, but obviously many do. could still improve.
Sting: 7.0 intense, yet accessible, particularly early in his career. slipped lately
Bret Hart: 7.0 improved dramatically as his career went on. Ironically, the whining heel was perhaps his best.
Dusty Rhodes: 7.0 did the "shuck and jive" street character better than anybody, but thats about it.
Micheal Hayes/Freebirds: Micheal was the heart and soul of perhaps the most innovative tag team concept ever.

Raven 10-My favourite mic worker ever. Raven was able to cut clear intelligent promos that did more for his character than his ring work ever could (and his ring work was pretty damn good) Roderick Strong 3-Blah get this guy away from the mic please. Crappy voice and his promos always sound forced and scripted HHH 8- He always gives the same promo. I am the game, I am the best there is, bow down. Cm Punk 9- The next Raven. When Punk speaks you listen. Samoa Joe 7- Solid but you dont pay to hear Samoa Joe on the mic. Bret Hart 7.5-Underrated as far as mic skills go. The guy gave strong promos that could get a reaction. Bret was also humorous, he made El Dandy a legend.
