I don't think they've done Regal/HHH, unless you count the one-off where HHH put Regal on a stretcher.

He'll feud (as a face) with Vince McMahon. This will give them an opportunity to align Regal with DH Smith & Drew McIntyre in some sort of United Kingdom stable. I know McIntyre has been wrestling as a face on Heat after being a heel on Smackdown. Smith is a face. The two youngsters need someone to help them get over......enter Regal.
McMahon (in kayfabe) wants Flair to be forced to retire. McMahon belittled Regal for not destroying Hornswaggle. Regal gets back at McMahon by getting HHH disqualified - meaning Flair wins. Regal & McMahon feud.
Oh, and Regal is still the GM (as of now). He smooths things over with HHH by giving him the title shot at the PPV after the Rumble. Or maybe HHH gets his title shot on RAW before the Royal Rumble......

I think it could be Flair. Not a full blown huge feud, but it would be a match that could allow Flair to actually get a clean win, and I think he needs at least one in this angle.
Of course they could do HHH vs Regal as well, but Regal is not booked as anything near HHH's equal so it couldn't possibly draw anything at a PPV, at most it will be good for a bit of entertainment on Raw.
