Kurt Angle perhaps? he certainly helped him a lot when he reached the main event.
The Great Khali certainly got a heck of a rub after beating the Undertaker with one foot.
Edge, Christian, Bradshaw and Farooq all got attention thanks to his ministry.

To be really honest, I can't find a credible answer...
Taker pretty much steamrolled over any foe who got in his way.
Most of his opponents got "famous" because they were beaten to a bloody pulp by the Deadman/Bikertaker.

Foley has made more people famous than anyone else I can think of. What about Kane? Kane's jobbed to a lot of people, but very little of those feuds were even noteworthy.
