There are alot of these types of heels. Ones that challenge for the title consistently but never actually wins it. Then they go on to be noted as one of the best heels of all time. Two come to mind right away, and those are Roddy Piper and Ted DiBiase.
Do you think there are any heels that could possibly fit that description nowadays?

I'd just like to throw William Regal's name in here. He works as a good heel, he's a fantastic wrestler, but he's just not the guy that WWE wants to hold a major title. English world champions? Yeah, that'll happen when a Japanese man wins an American world title! EDIT: As far as WWE goes, sure.

English world champions? Yeah, that'll happen when a Japanese man wins an American world title! Yeah, but I'm sure a few years ago there were a bunch of morons who said that there would never be a black world champ and Ron Simmons proved them wrong.

Kennedy - thank God. He would make one f***ing boring champion. Probably even more boring than Randy Orton if that's even possible.
Snitsky & Big Daddy V/King Mable/Mable/Viscera - enough said. Nobody would give a damn if they won. Much like nobody gives a damn about them now.

Finlay and to a lesser extent Umaga.
Both of those guys are booked strongly enough that it doesn't hurt them, though.

Although I remember never thinking Christian, Rey Mysterio, Booker T, DDP, Eddie, or Deputy Dewie would wear a world title belt.
