While they are still fairly young, the Hardy Boyz have spent a long time in the business. It seems finally, they will get the title runs they have worked so hard for.
But if their careers ended tomorrow, would they still be HOF-worthy?

Oh hell yes. Not only are they awesome as a tag team, but one of the only teams where as individual superstars, they were massively over and are just as good (though they have different styles). Even with their personal stuff aside, I would induct these guys in a heartbeat.

They could be as a tag team, at least. They are currently #3 behind the Dudleyz and Edge & Christian for most times winning the Raw Tag Title, and could still surpass them. Jeff in particular could be a lock if he wins the WWE Title. He would then be the first true Golden Five winner, as he would also have the IC, Tag, Euro, and Hardcore Titles to his name, which nobody else has had that array. The closest are HBK and HHH, who are missing Hardcore Titles, and RVD, who never won the Euro.

It technically makes him the last European champion, though I can see why some might not count it. As for the Hardys, I'd say they should get in. They've done a lot more for the WWE itself and had more success than some people in the Hall already.

I mean, he never wore it/defended it, and during that match only the IC title was hanging. Anyway, I can see them in the Hall of Fame someday, but I don't know in what form(tag or single).

Probably as a tag team.
As single wrestlers they haven't yet done enough to earn a spot.

As a team, they've already got it.
Individually, neither has, although I'm hoping both will have the credentials to get in as individuals. (Jeff is ahead of Matt in that sense); but there's no doubt that if both get in as individuals, they will get inducted in the same year.

they should go into the hall of fame as a tag team anyway, even if one of them does significantly more than the other one

They will be inducted together, but they will focus on them as a team and as singles wrestlers. The highlight package and the person inducting them will talk about their accomplishments as a tag team and as singles wrestlers. It wouldn't necessarily be inducting them "as a team" but together. Something very interesting could happen where they get multiple people to induct them. One of them could induct Jeff and then Jeff would come out and then the other wrestler could induct Matt and then Matt would come out.

They will get in as a tag team for sure. Dudleys & LOD better too! (I don't think LOD is in already)
As for singles? As of now, no.
