You can judge what's meant by "worst" for yourself its open to interpretation.
Personally I felt it was Chavo, as much as he deserved it and as talented as he is I just couldn't buy into him as champion.

A million times Chavo. That man may be the most boring guy on the roster. If not him then Snitsky is.
Chavo is easily the worst ECW Champion though.

Mark Henry, I mean at least most of the other guys the people cared about in some way either hated or liked but Henry gets no reaction whatsoever, he just sucks he should of lost his oversized belt to Hardy.

Every other champ (yes even Vince, he was awesome with that do-rag) I find something I enjoyed about their reign.
Chavo bores me to the point I'd rather he not even be on my TV screen.

Where in the hell (Hey Edge!) did the hate for Chavo come from? Seconded. The results so far and the reaction have surprised me. I thought Chavo had a bit of respect around here, at least for his in ring work. I voted for McMahon.

Chavo is that dude, always has been.
But his reign was garbage. Special mention goes to CM Punk but at least his run had that Gulf of Mexico match...with Chavo. Comedic irony at its finest.
Edit: Kane's wasn't great, but he had that eight second squash...on Chavo.

Has to be Vince. A man in his 60s who is not a real wrestler is doing better on this poll than Chavo, a very good third generation wrestler in his 30s? Wow.

Chavo was the only time I felt the belt had no credibility as a top tier title. Even when Nitro (PRE-Morrison) first won it it was still a world title to me.

EASILY Chavo. I was able to think of a positive or two for everyone else.
RVD - The first champion and also WWE Champion. Introduced the belt as an equal world title, even if his reign was far shorter than it should've been.
Big Show - Was the guy who built the belt to be a credible title. He had a really enjoyable long-term heel reign and defended it against the best of the RAW and SmackDown roster, along with credible threats from RVD and other top ECW names.
Lashley - Ok, he was pretty boring as champion, but I didn't think he really devalued it any. Bobby was seen as a guy who was gonna be WWE Champion, and this sorta prepared him for the role, even if it was one he'd ultimately never play. Even if the title became more of a prop for him, he was still a pretty big deal at the WWE at the time.
Vince - No better or worse than other Vince reigns. It was done to heel him more and I do admit I get a lot of entertainment out of Vince really heeling it up.
Nitro/Morrison - Ok, I probably would've voted for him if he stayed Nitro, because Nitro was boring. And I do think even as Morrison, it was too soon. But Morrison's become my favorite guy on the ECW roster (and one of my favorites in the WWE, period). Did I buy him as ECW Champion back then? Not really. Would I buy him now? Hell yes.
CM Punk- His long-built chase met a satisfying conclusion when he finally won his first major title (even if it was because Morrison got suspended, I believe that only hastened the inevitable). This was a stepping stone and turning point in Punk's career which established him as a big name in the WWE and helped build him to an eventual MITB win and capturing the Big Gold Belt. The reign itself wasn't great, but it did wonders for Punk's career.
Kane - He destroyed Chavo's miserable reign in about 10 seconds, and while the reign wasn't the greatest, it was cool finally seeing Kane with a major singles title again.
Mark Henry - I never thought I'd say this, but Mark Henry's actually a really good heel monster champion. Not quite on Big Show's level, but I'm pleasantly surprised with how his reign's been going.
But when I think of Chavo's reign, I can't think of a single thing that was good, remarkable, or memorable about it or what it represented. He did NOTHING with the title. His total squash by Kane only further established how forgettable a champion he truly was.

Vince's reign was SUPER AWESOME and gave us the Gangsta Lean Power Walk.
Mark Henry is the best champion in WWE so far though.
