It is a stupid fine, but, it isn't random. The NFL does have a rule that players cannot "go to the ground" during TD celebrations, so Welker knew what he was getting himself into when he did it(and if he didn't, he is quite ignorant).

They protect the QB's like crazy, make all these complicated rules about what you can and can't do to WR's, make rules about the ways you have to tackle people. Then they turn around and get mad about the celebrating. Stop protecting the offenses if that pisses you off so much NFL!

NFL.com's Adam Schefter reports that T.J. Houshmandzadeh will not get the Bengals' franchise tag this offseason.
Schefter says Cincinnati will instead try to sign Housh to an extension before his contract expires in late February.

Donovan McNabb says he'd prefer to stay with the Eagles in 2009. So he prefers career suicide then. Reid's not going, no matter how much fans complain. McNabb might save his job if he has a hell of a game Sunday and the Eagles make the playoffs by some miracle. But I can't see why this guy in his right mind wants to stay. The O-line may go down the toilet next year. He doesn't have talent at WR besides a rookie. He doesn't have talent at TE. He has talent at RB, but the coach is too stupid to use him. The fans despise him. The media hound him. Yeah that sounds like the place for me I can't imagine why he wouldn't want to go to, say, anywhere else and try to start over.

It would be pointless for him to just go one and done with the Jets. RajahNFL.com is reporting that Brett Favre may or may not retire at the end of the season. The Jets may or may not be looking for his replacement. Maybe he will sign on for a retirement match at Wrestlemania 25. Because he's going out like Ric Flair.
