Bob Holly did win the title from Jeff Jarrett in 1995...the title was declared vacant however shortly after....so most people do not remember this.
I don't know if you want to include Holly or not.

Bob Holly did win the title from Jeff Jarrett in 1995...the title was declared vacant however shortly after....so most people do not remember this. I don't know if you want to include Holly or not. According to the official title history, "Jeff Jarrett defended his Intercontinental Championship against Bob Holly on April 26 ,1995. The match was marred by controversy. As a result, the Intercontinental Championship was stripped from Jarrett. The two Superstars went at it one more time to decide the championship. In the end, it was Jarrett reclaiming his gold. " And the title history goes Razor > Jarrett > Vacant > Jarrett > Razor, so Mr. Holly doesn't count for the purposes of this list.

It's all about Mr Perfect though in my opinion. He was always the one to me that did the best job of making the IC title seem super important and worth fighting for.

You'd be getting a lot more participation here if you made it Top 5 or Top 10 or even Top 20. I kind of don't care who's the 46th best Intercontinental champion. You only send in lists of 10-25 people, so it's not like you have to list all 60.

Okay, I sent my top 25, tho I might be biased towards the old school when people like Mr. Perfect, HTM, Bret Hart, Shawn Michaels, and Randy Savage actually made the title worth a damn. Actually, that is where my bias lies, because I could only rank Austin 25th because he devalued the title by throwing it into the river.
