I think WWE just allow the capable wrestlers to do things. Evan Bourne is clearly an incredibly talented performer, as is Mysterio. So they are allowed to do things others wouldn't. Perhaps WWE just wouldn't trust Jack Evans. Perhaps they would. Yeah, they said that Evan Bourne had to do the SSP like 15 times in a row for agents to prove that he could do it perfectly every time before they would let him use it. Can't blame them, given the "impressive" track record of Kidman or Hayabusa. People were getting seriously hurt on a lot of these moves.

I just checked their current billed weights, Kingston is 218, Morrison 219 and Punk 222, so yeah, they're all able to compete as cruiserweights. Admittedly, I was thinking about boxing weight classes, where a cruiserweight is under 200lbs. It's weird, there was a time where there weren't enough big name cruiserweights, but there was the title. Now you have several (by definition of weight) cruiserweights in the main event/upper midcard, but no belt. The cruiserweight title could get serious sizzle with a division consisting of a core of Bourne, Helms, Wang Yang, Kendrick and Naki, and people like Punk, Morrison, Kingston, Mysterio and Chavo appearing occasionally. Not to mention the aforementioned hopes for outside hirings like Evans, Pac and Yosh!tune. Don't forget both Hardys can be classed as cruiserweights with just a bit of weight loss (in Matt's case a fair bit, but he's done it before), not to mention Shawn Michaels and Chris Jericho (getting either of them involved would automatically make the belt worth something).

I personally think that the guy needs have the ability to do the move consistently, but also have the look of a guy that could actually do some harm to you, for Vince to care.
If all the WWE were looking for was people who can do flips, they could recruit gymnasts from the olympics. I think you need to be built like a bit of a fighter too. Although Evan Bourne isn't a 'Hoss' by any means, he is still a lot more credible than a 5'8 165 pound Jack Evans.
