On to Round 4 ....
In the event of a tie both will carry on to the next day to meet some other challenger. I will try and vary the sources from comics to TV show characters.
I'm also going to add a bit of story to this to make it interesting, it's still a favorite poll but it's going to have continuity!
I will happily take requests for future opponents. But in the meantime we have to continue following Rhino!

Last time Rhino was using his money to vacation on a beach somewhere. Until Black Widow showed up and threatened him with a gun insisting he should come with her to S.H.I.E.L.D HQ.
"No one tells the Rhino what to ..."
The gun fires and a tranquilizer dart sticks into Rhino head, he slumps unconscious. Natasha speaks to an unknown voice on her communicator.
"Rhino is out cold, he should be with you shortly, as will I."
The agents move Rhino to the aircraft Black Widow following before it flies off to S.H.I.E.L.D headquarters.
The craft lands on the Heli-Carrier and Rhino still unconscious is escorted away. Black Widow pauses and looks behind her to find a woman standing on the deck. Widow holds up her gun.
"Who are you? How did you get past our security?"
The woman says nothing, but some electrical sparks can be seen emanating from her hands.
Will the Rhino operation be carried off without interference?
Black Widow
The first and best-known Black Widow is a Soviet agent trained as a spy, martial artist, and sniper, and outfitted with an arsenal of high-tech weaponry, including a pair of wrist-mounted energy weapons dubbed her "Widow's Bite". Romanova eventually defects to the U.S. for reasons that include her love for the reluctant-criminal-turned-superhero archer Hawkeye. The Black Widow is a world class athlete and gymnast, expert martial artist, markswoman, and weapons specialist as well as having extensive espionage training. She is also an accomplished ballerina. The Black Widow uses a variety of equipment invented by Soviet scientists and technicians, with later improvements by S.H.I.E.L.D. scientists and technicians. Usually associated with the Avengers she has also been Daredevil's love interest in the past.

Jenny Sparks
Also known as "The Spirit of the 20th century" is a character in the Wildstorm comic book universe. Jenny Sparks is one of the Century Babies, a being produced by the multiverse for a specific task. In her case, this was to influence the 20th century. As such , her moods are tied directly to the world's status. For example, she was suicidally depressed during the Great Depression and deliriously high during the Roaring Twenties. Additionally, she stopped aging at nineteen and remained this way until her death. When she died a new entity known as Jenny Quantum came into existance for the 21st century. Jenny has the ability to manipulate electricity. She can easily draw electricity from electronic devices as well as from the human brain, a move she has threatened to kill people with. Sparks can also convert her entire body into electricity and travel anywhere electricity would. She can apparently survive being transformed into other forms of energy as when she traveled through a TV and power lines and then into a police radio. Shifting into her electrical form heals Sparks from injuries as well as poisons. Like an electrical current, Sparks as electricity must go somewhere before she can re-emerge in her human form. Normally this is into a machine, but other conductors seem to work as well. She was once able to go into the sky and remain there until striking down as lightning. She can also enter a person briefly and electrocute them. Through her lifetime Sparks was the members of various branches of the British military and led various superhero teams. As such she is an experienced leader and knowledgeable about military protocol. She has not demonstrated the fighting skill that one might associate with this experience, usually relying on her powers instead.

Rhino caught the unprepared Kilowog by surprise and crushed him into the pavement. (12-11)
Rhino foiled Johnny Sorrow's attempt at taking the stolen money by creating a hole in the walkway. (15-10)
Black Widow put Rhino to sleep with a tranquilizer and took him to S.H.I.E.L.D(25-12)
