For a while to me it seemed none of the crowds cared for Randy Orton but he was constantly in the main event or uppermidcard... and I guess now finally he's over but maybe it's because he's had a lot of pushes(Orton is talented though). Has WWE ever constantly put a guy on the top who wasn't over even as a heel?

They tried their hardest to push Chris Masters as a top guy and failed and then later did the same with Snitsky. I guess Masters counts since he was in the elimintion chamber...Snitskys push never went anywhere at all.

JBL in 2004 hadn't even got character buildup and he won the belt at his first PPV as JBL...

JBL in 2004 hadn't even got character buildup and he won the belt at his first PPV as JBL... Actually he did get character buildup as he started the gimmick in late March of 04 and made his bid to be WWE Champion in early April. They spent various weeks showing vignettes/promos about JBL not wanting to drink beer and hang out and wanted to be successful for a change in wrestling. He won the WWE title on his second WWE PPV appearance as JBL at the GAB in July as the first one he won via DQ against Eddie Guerrero at Judgment Day 04. It's not like they just threw him out there with no rhyme or reason one day and had him be WWE Champ the following week.

I think i might have missed JBL promos about the beer and stuff. I know that he came out in a limo once and Eddie was in the ring and the next I saw of him was when he beat Eddie in the bullrope match. I don't really remember the rest of it, but i did enjoy JBL's run as champ. That GAB2004 ppv had Dudleys vs Undertaker in a handicap match in the main event... which was ridiculous as Taker apparently turned heel i believe on Bearer and there was no mention afterwards?
