I think he was over enough at the time to be given a brief reign. I agree with those who say he couldn't carry the company, but in the era of an anything can happen RAW it would have been sweet to have seen it.
Full Disclosure: I was a HUGE Shamrock mark back in 97/98 and still believe his theme music is a Top 5 Greatest....One of my favorite moments ever was at Summerslam 97 when he turned Bulldog purple

Yes, I would have easily bought Ken Shamrock as WWF champion. He wasn't terribly charismatic, but given the proper backing (such as the idea of Vince having him as Corporate Champion) he could have had a decent run as champion. And yes, I too was a Shamrock mark, and a Shamrock/Angle match in 2000 or 2001 would have been epic IMO.

^ It seems bizarre Shamrock be pissed as to what had happened at SS, I mean, the owner of the entire company and possibly the most powerful man in North American wrestling, had just screwed the wrestler who was perhaps the greatest of his time out of the top title the United States, forcing him into the grasp of the competition, and someone like Ken gets pissed because he was promised a pinfall win against him lol, I find that strange. Not so strange when you consider it was Bret who got Shamrock into the WWF in the first place, he spied his potential and put in a good word to Vince. He also helped to train him and was like a mentor to him, its in Bret's book. He also makes reference to Shamrock being 'one of his boys' in the locker room at Montreal.

If he stayed around, maybe. I think one reason Ken didn't get to be WWE Champion was simply because the talent was stacked at the time. Austin, Rock, Taker, Kane, HHH, Mankind, Big Show, and in the middle of the card, Hart, Jarrett, D'lo, Blackman, Road Dogg, Billy Gunn, and the list goes on.
