Even though there are many candidates, you have to go with the Mulkeys.

Gary Royal was certainly underrated - kind of sad he was ever a jobber.

Do they have to be a jobber for life, or just have a jobber part of their career outside of WCW or WWE?

He jobbed in other places besides the WWF.

Tricky. Definitely started as a jobber, but then so did pretty much every wrestler. He ended up as one of only three guys to hold the ECW "Triple Crown", which is pretty heady company when the other two are Sabu and Taz. Tricky, I say... Unless you count his horrible WCW run, where he was definitely a jobber.

Mitch Franklin. I believe he never won a match outside of the ROH students. LIVE TO WIN!
I miss Mitch Franklin.

George South. I know he had some success in smaller organizations but he was always a jobber in WCW. I became a fan after I met him after a show at our high school. He was a really nice guy.

Rocky King; for anybody who brags about being able to wrestle the proverbial "broomstick" to a 4-star match, Rocky played the role of the broomstick.
Rocky was one of the best at selling finishers.

Randy Hogan...combining the names of the two top stars in the WWF at the time then having him get his ass kicked every week.....genius.
